The decree was issued by Hybatura Akhonzada, who said that "[women] should wear a buka from head to toe, which is a respect for tradition." "The decree states that under the provisions of the Islamic Shariah, women of appropriate age must cover their faces and keep their eyes exposed to avoid being provoked when meeting non-adult men. The decree also requires that women who do not have important jobs outside the home are best staying at home.
