Notice on carrying out the cultivation of key enterprises in the manufacturing industry chain

The competent departments of industry and informatization of all districts and cities, all banking financial institutions and insurance institutions, and all relevant industry associations and units:

    In order to conscientiously implement the "Qingdao "14th Five-Year Plan" High-quality Development Plan for manufacturing industry and Qingdao's three-year action plan to accelerate the revitalization and development of the real economy, further enhance the competitiveness of key enterprises in the manufacturing industry chain, give play to the leading role of key enterprises, and promote the strong chain of advantageous industries, the construction of emerging industries, and the extension chain of traditional industries, the Municipal Bureau of Industry and Information Technology and the Qingdao Banking and Insurance Regulatory Bureau decided to carry out the cultivation of key enterprises in the manufacturing industry chain in the city.

  1. Cultivation goals

    The main enterprise of the chain refers to the key enterprise that has a strong influence on the resource allocation and application of most enterprises in the industrial chain and shoulders the heavy responsibility of improving the development level and performance of the industrial chain. According to the scale of enterprises and the ability to drive the impact of the industrial chain, the key enterprises in the industrial chain are mainly divided into three categories: leading chain main enterprises, core (supporting) enterprises and cutting-edge enterprises. It is planned to cultivate 1,000 key enterprises in the industrial chain within three years. Among them, in 2022, the key enterprises will strive to reach 600, including 50 leading chain main enterprises, 150 core (supporting) enterprises, and 400 cutting-edge enterprises.

  Second, the storage conditions

    Focus on the following industrial enterprises: smart home appliances, rail transit equipment, new energy vehicles, high-end chemicals, marine equipment, food and beverage, textile and apparel industry and other seven major advantageous industries and integrated circuits, new display, virtual reality, software (artificial intelligence, blockchain), biomedicine and medical equipment, intelligent manufacturing equipment, advanced polymers and metal materials, precision instrumentation, general aviation, hydrogen energy and energy storage and other ten emerging industry backbone enterprises, single champion enterprises, "small giant" enterprises, "specialized and special" enterprises , high-tech high-growth enterprises and new species enterprises.

   (1) The conditions for the cultivation of the main enterprises of the leading chain

  The main enterprise of the leading chain refers to the key enterprise that has a strong influence on the resource allocation and application of most enterprises in the industrial chain and shoulders the heavy responsibility of improving the development level and performance of the industrial chain.

    1. Registered in Qingdao City, an independent legal person enterprise or an independent unified and tax-paying enterprise.

  2. The operating income of the previous year shall not be less than 1 billion yuan, and the operating income of information technology and emerging industry enterprises shall not be less than 800 million yuan.

  3. The industrial driving ability is strong, and there are no less than 15 upstream and downstream market entities in the industrial chain supporting enterprises in the city.

  4. It has no less than 1 national innovation and R&D platform: including technology innovation center, key laboratory, new R&D institution, engineering technology research center, enterprise technology center, manufacturing innovation center, and industrial design center.

    5. In 2021, the comprehensive evaluation of the "mu production efficiency" of industrial enterprises in the city is not less than category C.

    6. Continuous operation for more than 5 years (full 5 fiscal years), clear development goals, reasonable market layout, asset-liability ratio of less than 60%.

  (2) Conditions for core (supporting) enterprises to cultivate and enter the warehouse

  Core (supporting) enterprises include core enterprises and core supporting enterprises. Core enterprises refer to key enterprises that have a strong influence on the resource allocation and application of some enterprises in the industrial chain, among which the core supporting enterprises should have the supporting status of core key products.

    1. Registered in Qingdao City, an independent legal person enterprise or an independent unified and tax-paying enterprise.

  2. The operating income of the previous year shall not be less than 500 million yuan, and the operating income of information technology and emerging industry enterprises shall not be less than 350 million yuan.

  3. The industrial driving capacity is relatively strong, and the core enterprises have no less than 10 upstream and downstream market entities in the industrial chain supporting the city, and the core supporting enterprises have no less than 5 downstream market entities in the industrial chain supporting the city.

  4. Have no less than 1 provincial or above innovation and R&D platform: including technological innovation centers, key laboratories, new R&D institutions, engineering technology research centers, enterprise technology centers, manufacturing innovation centers, industrial design centers, or branches that undertake more than 60% of the innovative R&D (platform) tasks of the head office.

    5. In 2021, the comprehensive evaluation of the "mu production efficiency" of industrial enterprises in the city is not less than category C.

    6. Continuous operation for more than 5 years (full 5 fiscal years), clear development goals, reasonable market layout, asset-liability ratio less than 65%.

  (3) Conditions for cultivating cutting-edge enterprises into storage

   Cutting-edge enterprises refer to key enterprises that have a certain influence on the resource allocation and application of some enterprises in the industrial chain and have great potential for development.

  1. Registered in Qingdao City, an independent legal person enterprise or an independent unified and tax-paying enterprise.

  2. The operating income of the previous year is not less than 50 million yuan, and the operating income of information technology and emerging industry enterprises is not less than 30 million yuan.

  3. With a certain industrial driving ability, there are no less than 5 upstream and downstream market entities in the industrial chain supporting enterprises in the city.

  4. Have no less than 1 municipal or above innovation and R&D platform: including technological innovation centers, key laboratories, new R&D institutions, engineering technology research centers, enterprise technology centers, manufacturing innovation centers, industrial design centers, or branches to undertake more than 60% of the company's innovative R&D (platform) tasks.

    5. In 2021, the comprehensive evaluation of the "mu production efficiency" of the city's industrial enterprises is not less than category C.

    6. Continuous operation for more than 3 years (full of 3 fiscal years), clear development goals, reasonable market layout, asset-liability ratio of less than 70%.

  3. Warehousing procedures

  (1) Organizational recommendations

     Each district, municipal department in charge of industry and informatization, and all industry associations should find out the number and composition of the industrial chain enterprises in the district, city, and industry, organize and mobilize qualified enterprises to enter the warehouse, and ensure that the number of declarations conforms to the actual situation of the district, city, and the industry. Enterprises shall fill in the "Qingdao Manufacturing Industry Chain Key Enterprise Warehousing Application Form" (see Annex 1 for details) in accordance with the requirements of this Notice, and submit it to the competent department of industry and information technology in their jurisdiction.

  (2) Review and selection

    The competent departments of industry and informatization of each district and city are responsible for reviewing the authenticity of the enterprise declaration materials, referring to the conditions for enterprise storage, focusing on the comprehensive evaluation of the enterprise's business strength, industry influence, industrial driving ability, R&D and innovation ability, etc., and preliminarily determining the recommended list of key enterprises in the industrial chain (fill in Annex 2), and recommending it to the Municipal Bureau of Industry and Information Technology.

After internally soliciting the opinions of the relevant business departments, the Municipal Bureau of Industry and Information Technology will announce the list of key enterprises to be selected to the public through the government affairs website, and the publicity period will be 5 working days, and if there is no objection to the publicity, the list of enterprises will be classified into the cultivation system database according to the procedure. At the same time, the list of key enterprise cultivation will be pushed to the recommended cooperative service institutions.

    4. Cultivation measures

    (1) Conscientiously implement industrial support policies

     Support the innovative development and project construction of the main enterprises in the chain, promote the enterprises to be better, bigger and stronger, and achieve high-quality development. For enterprises included in Natum and whose annual operating income exceeds 5 billion yuan for the first time, a reward of 500,000 yuan will be given. For the newly identified national and provincial service-oriented manufacturing demonstration enterprises (projects, platforms), a one-time reward of 1 million yuan and 500,000 yuan will be given respectively. A one-time reward of 30 million yuan and 5 million yuan will be given to the national and provincial manufacturing innovation centers registered as independent legal persons of enterprises and approved for construction, respectively, and a one-time reward of 1 million yuan and 500,000 yuan will be given to those identified as national and provincial industrial design centers and technological innovation demonstration enterprises. For enterprises that have passed the provincial identification of the first (set) technical equipment and key core components, according to 5% of the annual product sales identified, the maximum award for complete sets of equipment is 1.5 million yuan, and the maximum reward for a single equipment (key core components) is 1 million yuan.

  (2) Increase support for financing the industrial chain

    Implement the Ministry of Industry and Information Technology's "supplementary loan guarantee" industry integration as a linkage pilot work measure, and give bank loans, insurance and other financing support to key enterprises in the industrial chain included in the list. Guide all financial institutions to make overall plans for annual support for manufacturing loans, and encourage special credit lines and medium- and long-term loan support to key enterprises such as the seven dominant industries and the ten emerging industries. Encourage the establishment of differentiated credit support policies, include national advanced manufacturing industry clusters such as smart home appliances and rail transit equipment in the priority support category of credit business, open green channels for approval, reasonably determine the level of interest rates, and benefit the real economy. The competent departments of industry and informatization at all levels organize banking institutions and warehousing enterprises to carry out bank-enterprise docking activities to help enterprises obtain financing support in a timely manner. Financial institutions should take the initiative to implement special credit line management for supply chain financing for key enterprises accessing the library, and comprehensively use credit, bonds and other tools to support enterprises to improve their financing capabilities and liquidity management levels. Guide the Qingdao New Economic Federation and investment and financing service institutions to build a service platform for industry integration, establish an online and offline normalization docking mechanism, improve the accuracy of the financial service entity industry, and promote the high-quality development of the industrial chain.

    (3) Support enterprises to develop markets

    Based on the domestic cycle, guide enterprises to expand into emerging markets online and offline. Support industry associations to organize enterprises to participate in influential exhibitions at home and abroad, guide enterprises to actively participate in the "Belt and Road" and "Regional Comprehensive Economic Partnership Agreement" (RCEP) activities, expand marketing channels, and promote enterprises to explore the international market. For enterprises participating in well-known domestic professional exhibitions included in the annual market development plan of the Municipal Bureau of Industry and Information Technology and organized by industry associations, a maximum subsidy of 100,000 yuan will be given according to their actual booth fees; the maximum subsidy of 300,000 yuan will be given according to the actual costs of product exhibitions and sales, supply and demand docking and other market development activities organized by the industry association.

    (4) Establish an enterprise echelon cultivation service platform

    Promote the demonstration action of "Qingdao", build a platform for enterprise exchanges, condense the wisdom of industrial development, and create a number of brand benchmarks. Give full play to the role of the industrial Internet comprehensive service platform and the vertical service platform in specific fields, aggregate the development resources of industry, technology, capital, talents and other enterprises, and build a comprehensive service platform. Give full play to the role of Qingdao New Economic Federation, and carry out cascade cultivation for the different growth stages of enterprises and the needs of multi-level capital markets. Guide enterprises to develop the "four new" economy, digital economy and green economy, and accelerate digital transformation, management innovation and model innovation. Carry out the cultivation and selection of management innovation achievements, and actively recommend and participate in the selection of outstanding management innovation achievements of enterprises in Shandong Province.

    (5) Carry out supply and demand docking activities in the industrial chain

    In order to promote the entry of small and medium-sized enterprises into the chain, continue to enhance the resilience of the industrial chain supply chain, and carry out the collection of industrial chain demand, organize small and medium-sized enterprises with cooperation intentions to enter the main and core (supporting) enterprises of the leading chain, and carry out visits, learning, roadshow promotion, negotiation and docking activities such as "leading enterprise line, enterprise management enterprise line, innovative product promotion and application". The chain owner enterprises share the direction of product use and technical cooperation needs, small and medium-sized enterprises display product application scenarios, and chain master enterprises and small and medium-sized enterprises carry out discussions and exchanges, laying the foundation for promoting cooperation.

    (6) Strengthen talent support

    Adhere to the introduction and training of talents around the industry and focus on projects. Actively support key enterprises to participate in learning and training activities organized by industrial and information technology departments at all levels, such as overseas cultivation, industrial benchmarking, mentor apprenticeship, enterprise management personnel training, and short-term training in colleges and universities. It is mainly recommended that the leading chain owners and senior management personnel of core (supporting) enterprises participate in the selection of outstanding entrepreneurs and Taishan industry leaders. Earnestly implement the training policy, and give financial support to enterprises participating in training activities in accordance with regulations.

    5. Relevant requirements

    (1) The competent departments of industry and informatization of all districts and cities and the recommended cooperative service institutions should regard the cultivation of key enterprises in the industrial chain as an important task to build first-class enterprises and promote the high-quality development of the industrial chain, and formulate practical and feasible work measures according to the needs of enterprises and combined with actual research. The Municipal Bureau of Industry and Information Technology will timely inform and exchange the progress of the work of various districts, cities and service agencies, publicize and promote typical cases of supply-demand docking of the industrial chain and the financing and development of large and medium-sized enterprises, and actively create a good atmosphere for serving the real industry and promoting the healthy development of the industrial chain.

    (2) Enterprises apply for warehousing adopt a dynamic management mode and can submit an application for warehousing at any time. The first batch of enterprises applying for warehousing shall submit the application form (Attachment 1) stamped scan documents and electronic documents to the competent department of industry and information technology of the territory before April 29.

    (3) Each district and municipal department in charge of industry and information technology shall determine one leader in charge, the person in charge of the leading business department and the staff responsible for this work, and submit the list of personnel and contact information to the Enterprise Service Department of the Municipal Bureau of Industry and Information Technology before April 20. Before May 20, submit the first batch of key enterprises in the manufacturing industry chain recommended list summary table (Annex 2) stamped scan documents and electronic documents.

    (4) The competent departments of industry and informatization of each district and municipality shall report the recommended list of key enterprises in the new industrial chain and the work of cultivating services to the Municipal Bureau of Industry and Information Technology within 5 working days after the end of each quarter.

    (5) Each recommended cooperative service agency shall determine a working contact person and submit the list of personnel and contact information to the Enterprise Service Department of the Municipal Bureau of Industry and Information Technology before April 20. At the end of July and the end of August, the enterprise service department of the Municipal Bureau of Industry and Information Technology and the Statistical Information and Risk Monitoring Department of the Qingdao Banking and Insurance Regulatory Bureau will be reported to the work of key service enterprises (fill in Annex 3). Submission will be made within 5 working days after the end of each quarter thereafter.
