For example, various instant messaging tools, social networking sites, etc. have become the main channels of fraud, and a fraud case often involves multiple Internet applications such as social networking, marriage, and short videos. Obtaining citizens' personal information through illegal channels, fraudsters target different groups of people and "tailor-made" fraud scripts. Fraud gang organizations have a clear division of labor, and professional teams provide technical support in all aspects of fraud implementation, forming a large-scale and organized criminal chain.

The person in charge said that the governance of telecommunications network fraud has entered a new stage of overall confrontation and system confrontation, and it is urgent to further build a cross-platform and cross-industry responsibility implementation and supervision mechanism while grasping the implementation of the responsibilities of telecommunications enterprises and Internet enterprises, and improve the integrity and synergy of various governance work.

Telecommunications network fraud has the characteristics of "preventable crimes", and the current early warning and prevention capabilities have initially taken shape. The Ministry of Industry and Information Technology has built and launched the 12381 fraud-related early warning and dissuasion SMS system, accurately identified potentially deceived users and sent early warning TEXT messages in real time, and upgraded the "Elderly Affection Number Early Warning" and "Flash Letter Screen Warning" functions for the elderly and young people, greatly improving the early warning and dissuasion effect. Since its launch in July 2021, a total of 51.04 million early warning messages have been sent.
