According to Xinhua News Agency on March 18, President Xi Jinping made a video call with US President Joe Biden on the evening of the 18th. The two heads of state had a frank and in-depth exchange of views on Sino-US relations and the situation in Ukraine, as well as issues of common concern.

The video call between the heads of state of China and the United States after a gap of four months is not only the fourth direct exchange between the two heads of state since US President Biden took office, but also the first exchange of views between the heads of state of China and the United States after the outbreak of the Ukrainian crisis.

According to CCTV news, the video call began at 21:00 Beijing time on the 18th and continued until 22:52.

The situation in Russia and Ukraine: China and the United States have reached a consensus on the goal of achieving peace

Since the outbreak of the Ukrainian crisis, China has been trying to persuade peace and promote talks and make efforts for a peaceful settlement of the Ukrainian crisis. On February 25, President Xi Jinping had a telephone conversation with Russian President Vladimir Putin. On March 8, President Xi Jinping held a video summit with the leaders of France and Germany. According to Xinhua News Agency on the 18th, on the same day of the video call between the heads of state of China and the United States, President Xi Jinping also had telephone calls with South African President Ramaphosa and Cambodian Prime Minister Hun Sen.

China and the United States maintained dialogue on a wide range of topics, including the situation in Ukraine, and Yang Jiechi, member of the Politburo of the CPC Central Committee and director of the Office of the Foreign Affairs Commission of the CPC Central Committee, held a seven-hour offline meeting with U.S. President's National Security Adviser Sullivan in Rome, Italy, on March 14. State Councilor and Foreign Minister Wang Yi also spoke to US Secretary of State Blinken on several occasions. In addition, China has been speaking out on the UN platform and on many bilateral occasions to play a constructive role in the peaceful settlement of the crisis.

But at the same time, the US side has never stopped taking advantage of the Ukrainian crisis. While imposing sanctions on Russia, the United States is also trying to smear China's role, hyping up China's advance knowledge of Russia's relevant decisions, and advocating That China plans to provide military assistance to Russia.

In this context, it is particularly prominent and necessary for the Chinese and US heads of state to exchange views directly on the current situation in Ukraine.

Xi Jinping pointed out that the development of the situation in Ukraine to this point is something that China does not want to see. China has always advocated peace and opposed war, which is a Chinese historical and cultural tradition. We have always proceeded from the merits of the matter itself, made judgments independently and autonomously, advocated upholding international law and universally recognized basic norms governing international relations, adhered to the UN Charter, and advocated the concept of common, comprehensive, cooperative and sustainable security. These principles are China's foothold in handling the Ukraine crisis. China has put forward a six-point initiative on the humanitarian situation in Ukraine and is willing to provide further humanitarian assistance to Ukraine and other affected countries. All parties should jointly support the Russian-Ukrainian dialogue and negotiations, and talk about results and peace. The United States and NATO should also engage in dialogue with Russia to unravel the crux of the Crisis in Ukraine and resolve the security concerns of both Russia and Ukraine.

Biden also introduced the position of the US side and expressed his willingness to communicate with the Chinese side to prevent the escalation of the situation. According to a March 18 publication on the White House website, the two leaders spent a great deal of time discussing the situation between Russia and Ukraine and the impact of the crisis on Sino-US relations and the international order during the call, which was "direct, substantive, and detailed." Biden stressed to The Chinese side his support for a diplomatic solution to the crisis.

Diao Daming, a researcher at the National Institute of Development and Strategic Studies at Chinese University and secretary general of the American Research Center of Chinese Min University, pointed out in an interview with the surging news (www.thepaper.cn) that the realization of the first call between China and the United States only four days after Yang Jiechi and Sullivan met in Rome shows that when faced with major international concerns, China hopes to communicate extensively with the international community, including the United States, continue to play a constructive role, and embody the responsibility of a responsible major country.

Diao Daming said that he noted that Biden also expressed the hope of avoiding escalation as much as possible, so from the perspective of achieving the goal of peace, there is a consensus between China and the United States. However, in terms of specific paths, China advocates a settlement through negotiation and dialogue while the US side still hopes to coerce through maximum pressure, which is the current difference between China and the United States. If the US side remains stubborn, it is bound to pose challenges to the relaxation of the situation for some time to come. History has repeatedly proved which way is the correct and effective method that truly conforms to the trend of history, and I believe that future development will prove this again.

Biden repeated the "four noes and one intention", experts: Sino-US relations should not stop there

This year marks the 50th anniversary of the publication of the Shanghai Communiqué between China and the United States. At the end of last month, the Chinese side held a relevant commemorative meeting in Shanghai, which not only reviewed and summed up historical experience, but also enlightened the future development of bilateral relations. Biden also spoke about this at the start of the call on March 18.

Biden reiterated on a video call between the heads of state of China and the United States on the evening of March 18 that the United States does not seek to fight a "new Cold War" with China, does not seek to change the Chinese system, does not seek to oppose China through strengthening alliances, does not support "Taiwan independence," and has no intention of clashing with China. For this "four noes and one intention", President Xi Jinping responded, "I attach great importance to these statements of yours. ”

In this regard, Diao Daming analysis believes that it is relatively rare for the US statement to appear in the front part of the Xinhua News Agency's us-headed video call report, which reflects China's overall recognition of the US side's "four noes and one intention", and also once again urges the US side to actively implement these expressions. At this stage, the "four noes and one unintentional" is the United States' commitment to correct its own mistakes, but it is clear that the United States has made mistakes again and again at the implementation level. At the same time, the "four noes and one unintentionality" only indicates the bottom line of Sino-US relations to a certain extent, and does not point out the direction of china-US relations, and the Chinese side has previously put forward the "three-point principle" for the development of Sino-US relations: mutual respect, peaceful coexistence, win-win cooperation and "four priorities", which are the more substantial and dynamic contents of Sino-US relations. The US side should realize that Sino-US relations should not stop at the expression of "four noes and one intention". But at present, the United States cannot even achieve the bottom line, which is extremely regrettable and extremely dangerous.

In a video call on March 18, Xi Jinping pointed out that the current Sino-US relationship has not yet emerged from the predicament created by the previous US administration, but has encountered more and more challenges. In particular, some people in the United States have sent the wrong signal to the "Taiwan independence" forces, which is very dangerous. If the Taiwan issue is not handled well, it will have a subversive impact on bilateral relations. It is hoped that the US side will pay enough attention to it. The direct reason for the current situation in Sino-US relations is that some people in the United States have not implemented the important consensus reached by the two of us, nor have they implemented mr. President's positive remarks. The US side misread and misjudged China's strategic intentions.

This is also one of the core issues in Sino-US relations, and the Taiwan issue has once again been highlighted separately.

China has always stressed that the Taiwan issue is fundamentally different from the Ukrainian issue and that there is no comparison. However, just after the outbreak of the Ukraine crisis, the United States deliberately hyped up the connection between the two. Earlier this month, the Biden administration sent a delegation of five former senior defense and security officials to Taiwan, and former U.S. Secretary of State Pompeo arrived in Taiwan on March 2, while in which he trumpeted the so-called "security risks" faced by Taiwan.

On March 14, US government officials boasted about a meeting between Director Yang Jiechi and SUllivan, assistant to the US President for National Security Affairs, during which Sullivan said that the "one-China" policy based on the three US-China joint communiques, as well as the so-called "Taiwan Relations Act" and the "Six Guarantees to Taiwan" expressed concern about China's line and provocative actions on both sides of the Taiwan Strait. In response to this, Foreign Ministry spokesman Zhao Lijian responded on the 15th that China has expressed serious concern and resolute opposition to the recent series of erroneous words and deeds of the United States on Taiwan-related issues. Any attempt to condone and support the "Taiwan independence" separatist forces and attempt to play the "Taiwan card" and engage in "using Taiwan to control China" will not succeed.

Diao Daming believes that Ukraine and Taiwan are not comparable, but from the perspective of the United States, both highlight the US side's use of certain issues in the great power competition to constantly play up the threat of great powers, and then achieve its control over its allies in different regions. In the current situation in Ukraine, the US side should realize that using this practice to strengthen its hegemony in a specific region is a "playing with fire" approach, which is entirely likely to lead to some uncontrollable or even subversive situations. However, at present, the US side does not have this understanding, so in the direction of its so-called "Indo-Pacific", whether the United States will further make some dangerous moves deserves our attention. The outbreak of the Ukraine crisis has affected the entire world economy and situation, and if the United States launches some provocative and extreme acts in the Asia-Pacific region based on its own selfish interests, it is bound to have an extremely negative impact on the world still in the context of the epidemic, which is also something that the international community does not want to see.
