From entering the Grassroots Grain Management Station in Anxiang in 1969 to retiring from the former Anxiang County Grain Bureau in 2005, Luo Chengwu and Grain had interacted with grain for most of his life and formed an indissoluble relationship. In his view, the people take food as the sky, food takes safety as the first, and loving food and saving food is an outdated topic.

In the past, the amount of rice used by grain banks was liters.

Six exhibition areas, such as "Farming Culture, Traditional Agricultural Tools" and "Grain Culture, National Economy and People's Livelihood", show the political, economic, cultural, grain and other living pictures of Anxiang in various periods since the founding of New China.

This is a public welfare museum created by Luo Chengwu personally.

Luo Chengwu, born in 1950, is almost the same age as New China. Hunger is a memory that generation cannot forget. In times of scarcity, food was particularly precious.

Grain was also the first material on the mainland to be supplied by ticket. In 1955, the Ministry of Grain issued the Interim Measures for the Printing of Municipal Grain Ration Supply Vouchers to the whole country. Soon, all kinds of food tickets were overwhelmingly entering society.

In the 1980s, Luo Chengwu entered the government from the grass-roots grain control station. As long as you travel, you will bring back a few foreign food stamps, and slowly save more and more... It was not until 1993 that the state officially abolished food stamps. Later, Luo Chengwu managed to find all kinds of food stamps from all over the country, totaling more than 180,000. He felt that this was a testimony to a special history and a common memory of that generation.

When the unit was restructured in 2003, many old things were cleared to the warehouse. "At that time, the warehouse was still leaking rain, and those pennants and awards were thrown there, and I looked sad." As a result, these "waste products" were picked up by him again.

Awards (medals), badges, documents, grain collection tools... After the food stamps, Luo Chengwu collected more and more old objects. Among them, there is the first batch of pole scales and copper scales used in Anxiang to collect public grain.

Luo Chengwu's collection of the first batch of pole scales for public grain collection in Anxiang was engraved with the words "Anliang Bureau", five-pointed stars, year numbers, numbers and other symbols. The copper scale, number 66, was purchased by him from Yiyang Nan County in 1999.

"According to the sixteen two systems, forged in 1951, is to standardize the measuring scale." Luo Chengwu pointed to the copper scale in the display case and said that the number was 66, which he bought back from Yiyang City in 1999.

The copper scales have lost their former luster, but the dots on their bodies are the marks of the birth of the new regime.

Anxiang was liberated on July 30, 1949. In August, the county grain collection headquarters was set up to raise grain and grass to support the People's Liberation Army to go south. In December, the Food Department of the People's Government of Anxiang County was established. In March 1951, it was renamed an anxiang county grain bureau, responsible for the purchase, sales, transportation, storage, processing and other work of grain in the county.

Over the years, Luo Chengwu used his personal savings to purchase tens of thousands of pieces of local cultural collections such as farming and grain in Anxiang. He believes that in addition to entertaining himself, he should also display these collections.

On November 28, 2018, with the support of the Anxiang County Party Committee and the county government, the Anxiang Local Culture Museum was officially opened on the first floor of the County Archives Bureau. Luo Chengwu's meticulously arranged nearly 3,000 personal collections carry historical memories to the public. Among them, there are nearly 500 related collections involving grain.

Since its opening, the museum has received tens of thousands of visits, becoming a "live classroom" for local primary and secondary school students, cadres and the masses to understand and learn the history and culture of their hometown.

Earlier, Luo Chengwu had consciously popularized food culture knowledge to society.

From 1999 to 2002, Luo Chengwu represented Hunan Province for four consecutive times with the grain culture album collection to participate in the national "Grain and Oil Fine Products Exhibition and Trade Fair Grain Culture Publicity Exhibition" held by the former State Grain Administration in Dalian, Xiamen, Beijing, Wuhan and other places.

In June 2011, he participated in the large-scale red collection exhibition "The Sky of History" held by Central South University with the special topic "Picture China Ticket". At the exhibition, students from other places felt both kind and new when they saw the food stamps in their hometown.

In February 2017, Luo Chengwu planned and arranged the "Don't Forget the Initial Heart, Anxiang Memory - Large-scale Documentary Materials Old Photo Publicity Exhibition" at his own expense of more than 20,000 yuan at the Anxiang Grand Theater. A number of old photographs of farmers handing over public grain in the 1970s and 1980s attracted the public to stop and watch.

In view of its 40 years of adherence to the collection, research, display and publicity of grain and cultural objects, and promoting the mass and normalization of food security education activities, Luo Chengwu was recommended and finally rated, becoming the only non-incumbent among the ten typical people.

Loving food and saving food is not a cliché

Luo Chengwu held that when anxiang people talk about grain, they have some capital.

"There is Xintian in the south and Anxiang in the north." In November 1969, Chairman Mao Zedong listened to a report from the head of the provincial party committee in Changsha and spoke highly of the self-reliance and hard work of the people of Anxiang and the realization of pastoral transformation of farmland.

At that time, Luo Chengwu was working at the power discharge station of Anzao Commune, which just witnessed the vigorous annihilation of the power drainage and irrigation construction in Anxiang during the "Agricultural Science Dazhai" period.

A material in his collection wrote: In 3 years, Anxiang initially presented a situation in which high-voltage power lines are as dense as spider webs, electric exhaust machine ports are dotted with dots, and drainage and irrigation channels are running through.

"That's really the vast number of peasants shoulder to shoulder, breaking the field and breaking the water!" In that era, everyone paid hard sweat for agricultural production and solving food and clothing. Luo Chengwu, who has done "double robbery", knows very well that it is not easy to plan grain from the soil, and also has a deep understanding of the responsibility of food workers to "seek profits for cultivators and benefit food eaters".

Luo Chengwu introduced to reporters the qualified seal used for rice acceptance in the past, which was engraved with the word "COFCO" at the bottom of the print and contained white lime. Every year during the grain collection season, farmers go to the grain station to hand over public grain, and the quality of the rice is checked by the inspector first, and when the standard of qualification is met, it is stamped with this printed scale and weighed into the warehouse.

Luo Chengwu briefed reporters on the rice-character wooden round prints used in the past for grain lines to prevent damage and theft. Every day, when the grain store closes its doors after work, the manager of the grain store stamps the rice and flour in the wooden barrels. When working as a grain steward, in order to prevent the grain in the warehouse from becoming moldy, during the day, Luo Chengwu and his colleagues picked out tens of thousands of pounds of rice basket by basket to dry; in the evening, they picked up baskets and baskets back to the warehouse. After entering the organ, he did what he could every time he ate. When cooking rice, he used to scoop rice into the pot and grab a handful with his hand and put it back into the rice bucket. After retiring, he also became a practitioner and supervisor of "Operation Disc" at the dinner table of family and friends.

My granddaughter, who was in the third grade, described in her diary "My Grandfather": My grandfather is characterized by long-windedness, especially when I am eating, the sentence I always have to say is - "The rice in your bowl will be pulled out for me!" ”

In July 2021, Luo Chengwu mobilized a group of old colleagues to organize the establishment of a volunteer service team for the elderly to publicize the importance of food saving and loss reduction to the society.
