Build a world-class intellectual property trading platform to export the influence of "Chinese style"
Ding Lei has always been concerned about the improvement of domestic intellectual property platforms and mechanisms. In this regard, Ding Lei submitted the "Proposal on Building a Global Intellectual Property Digital Trading Platform to Stimulate the Vitality of Social Innovation".
The proposal proposes that the state take the lead in building a global intellectual property trading platform, and form a global intellectual property pricing and trading system with clear price marking, on-demand charging, fair and reasonable, and after-sales improvement in key intellectual property rights fields such as cultural and creative IP, chips, and digital audio and video, so as to stimulate the innovation and creativity of the whole society; increase the punishment and rectification of new types of infringement and piracy, establish a "blacklist" of infringement, and safeguard the legitimate rights and interests of intellectual property owners.
In recent years, more and more Chinese cultural products and cutting-edge technology patents have gone abroad and gone to the global trading market. Chinese cultural IP such as ice piers, "three-body" and "journey to the west" have gained extensive influence in more than 200 countries and regions around the world, setting off a wave of "Chinese style". In order to further promote the realization of the goal of an intellectual property power, it is imperative to strengthen the construction of intellectual property infrastructure and stimulate high-quality innovation and creativity in the field of intellectual property.
Nearly 30,000 accidents in 2019, equipping electric bicycles with "digital brains"

With the rapid development of domestic and foreign sales, same-city distribution and other industries and the promotion of green travel, electric bicycles have become an important tool for many people to work and travel. In this regard, Ding Lei suggested in the "Proposal on Strengthening the Safety Improvement of Electric Vehicles and Creating a Safe and Orderly Traffic Environment" that electric bicycles can be uniformly equipped with sensor sirens before leaving the factory, and automatically honk in dangerous situations to warn drivers and pedestrians to pay attention to safety; for commercial electric vehicles, consider promoting special number plates equipped with "RFID electronic license plate" chips, linking the urban traffic wisdom brain, quickly catching violations of laws and regulations, and improving law enforcement efficiency.
It is reported that the city brain is an important means to cope with urban development and smart governance. Taking Hangzhou as an example, its urban brain construction began in April 2016, with the transportation field as the main breakthrough. According to official data, as of April 2021, Hangzhou City Brain has automatically discovered more than 30,000 police situations per day, with an accuracy rate of more than 95%, and the average time from discovery to alarm is only 10 seconds, and the traffic management department can quickly dispatch police forces to disposal.
The penetration rate of first aid knowledge in China is only 1%, and first aid education needs to enter the campus
In recent years, the risk of sudden death in mainland China has increased year by year. However, at present, the domestic first aid knowledge popularization rate is only 1%, and most patients only have 4 to 6 minutes of "golden rescue time", but usually because the surrounding personnel and relatives dare not save and will not save and miss the golden rescue opportunity. How to improve the public's first aid literacy and cultivate social first aid forces requires everyone to pay close attention to the "compulsory course of life".
In this regard, Ding Lei submitted the "Proposal on Promoting the Inclusion of First Aid Knowledge in Quality Education and Training to Improve the Medical Literacy of the Whole People". Ding Lei believes that the first aid education of the whole people should start from the campus. He suggested that first aid knowledge should be included in the category of quality education teaching and training, fully explore the combination of digital technologies such as VR and AR and campus first aid science, and transform "learning while watching" into "experiential teaching".
In addition, through the launch of an authoritative first aid science popularization platform, strengthening the modular training of professional teachers in first aid training, and setting up hard indicators for first aid training, we will open a green channel for life rescue.
Grasp the autonomy of new energy to accelerate the research and development of new batteries such as sodium-ion batteries
As a member of the CPPCC Committee of Internet technology companies, Ding Lei has also long been concerned about the field of new energy. In recent years, the mainland's new energy automobile industry has developed rapidly, and data from the Association of Passenger Vehicles shows that the retail penetration rate of new energy passenger vehicles will reach 14.8% in 2021, which is significantly higher than the penetration rate of 5.8% in 2020. As the "heart" of new energy vehicles, power batteries have become the top priority of industrial development. Ding Lei proposed the establishment of national standards for power batteries in 2021, and received a public reply from the Ministry of Industry and Information Technology.
This year, Ding Lei once again submitted the "Proposal on Accelerating the Research and Development of New Energy Batteries such as Sodium-Ion Batteries and Improving the Mainland's Autonomy in New Energy". The proposal proposes to give full play to the advantages of sodium resources in the mainland, lay out the research and development of new energy batteries such as sodium-ion batteries, solve the problems of low energy density of sodium-ion batteries, improve the autonomy of new energy supply in the mainland, encourage lithium battery recycling cascade utilization and recycling, and innovate and explore models such as "renting instead of buying" for new energy vehicle batteries to reduce resource waste.
