Tramway News: On March 2, the Ministry of Industry and Information Technology issued a notice saying that in accordance with the requirements of the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Development and Reform Commission on the Financial Support Policy for the Promotion and Application of New Energy Vehicles in 2016-2020 (Caijian [2015] No. 134), the Notice on Carrying Out the Liquidation of Subsidy Funds for the Promotion and Application of New Energy Vehicles in 2016-2020 (Caibanjian [2021] No. 40) and other documents, The First Department of Equipment Industry of the Ministry of Industry and Information Technology entrusted the Communication Clearing Center of the Ministry of Industry and Information Technology to carry out the liquidation review of the subsidy fund for the promotion and application of new energy vehicles in 2019-2020 and the pre-allocation and calculation of the subsidy fund in 2019-2021.
The liquidation involves 250,000 vehicles in 2019 and 590,000 vehicles in 2020, and subsidies of 1.01 billion yuan and 2.32 billion yuan will be issued after deducting prepaid funds.
In addition, this time will also pre-allocate subsidy funds for 2019-2021, because most of the previous car companies have received the corresponding pre-allocation funds, this issuance will deduct the part that has been issued, on the whole, the actual pre-allocated subsidy funds will be issued this time 11.3 billion. Among them, the highest amount of subsidies is BYD, this time BYD can get a pre-allocation of funds of 2.45 billion; followed by Tesla, can get a pre-allocation of funds of 1.22 billion, the third is Jianghuai Automobile Group, can get nearly 800 million pre-allocated funds, because Weilai Automobile is produced by Jianghuai OEM, so the subsidy funds of Weilai Automobile are jointly calculated with Jianghuai Automobile.
Judging from the actual liquidation and pre-allocation, BYD and Tesla can get a large part of the total subsidy funds of 14.6 billion yuan, of which BYD's 2019-2021 pre-allocation actually deserves 2.45 billion, 2020 liquidation should be 596 million, 2019 liquidation should be 0.99 billion, a total of 3.1 billion; Tesla's 2019-2021 pre-allocation actually deserves 1.22 billion, and 2020 liquidation should be 660 million, a total of 1.9 billion.
From the perspective of the issuance logic of subsidy funds in recent years, most of the funds that enterprises can get have been received in the pre-allocation stage, of the 14.6 billion subsidy funds to be issued this time, 11.3 billion are pre-allocated funds, and the last time the subsidy liquidation and pre-allocation situation was announced was in October last year, when a total of 28.3 billion subsidy funds were issued, of which 18.3 billion were pre-allocated funds for 2019-2020.
It is worth noting that the Recent Development and Reform Commission and the Ministry of Industry and Information Technology are emphasizing the continued implementation of new energy vehicle purchase subsidies, but from the current policy point of view, these are the reconfirmation of this year's purchase subsidies, and the new energy vehicle purchase subsidies have long been clarified by the end of this year.
On December 31, 2021, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the National Development and Reform Commission jointly issued the "Notice on the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles in 2022" Caijian [2021] No. 466, which proposed that in order to maintain the good development momentum of the new energy automobile industry, comprehensively consider factors such as the development plan of the new energy vehicle industry, market sales trends, and the smooth transition of enterprises, the 2022 new energy vehicle purchase subsidy policy will be terminated on December 31, 2022. Vehicles licensed after 31 December 2022 will no longer be subsidized. At the same time, we will continue to increase the intensity of review and do a good job in the liquidation and finishing of the promotion vehicles in the previous year.
