Red Star Capital Bureau learned that during the two sessions of the National People's Congress this year, Li Shufu, a deputy to the National People's Congress and chairman of Geely Holding Group, brought two proposals, namely "Promoting the Application of Methanol Vehicles to Help Carbon Neutrality in the Transportation Sector" and "Suggestions on Increasing the Construction of Electric Vehicle Replacement System".

Statistics released by the Ministry of Public Security show that by the end of 2021, the number of new energy vehicles in the country will reach 7.84 million, of which 6.4 million are pure electric vehicles, accounting for 81.63%. At the same time, the number of charging piles in the country in 2021 is 2.617 million units, but the number of substations in the country is only 1192.

In the 2020 government work report of the two sessions of the National People's Congress, Premier Li Keqiang proposed the construction of "two new and one heavy", clearly including the replacement power station in the scope of new infrastructure construction, and the power exchange mode and the charging mode complement each other, jointly promote the popularization process of new energy vehicles in the mainland, and achieve the national strategic goal of the mainland automobile industry from large to strong. On October 20, 2020, the General Office of the State Council issued the "On Printing and Distributing the Development Plan for the New Energy Vehicle Industry (2021-2035)", which clearly encourages the promotion and application of the power exchange model. In the 2021 government work report of the two sessions of the National People's Congress, Premier Li Keqiang once again proposed: to increase parking lots, charging piles, replacement power stations and other facilities, and accelerate the construction of a power battery recycling system.

Li Shufu pointed out that the power exchange mode of vehicle power separation has the advantages of efficient energy replenishment and cost reduction compared with the traditional charging pile power supply mode. It only takes about 1-5 minutes for passenger cars to change electricity. In the vehicle-to-electricity separation mode, the purchase price of electric vehicles can be reduced by up to half. Especially in the field of heavy trucks, taxis, and online ride-hailing, it can improve operational efficiency and make economic benefits more obvious. In addition, battery materials can also be incorporated into the circular economy, further improving environmental efficiency.

However, in the entire life cycle link and ecological construction of vehicle-electricity separation, there are still some supporting policies and measures that need to be broken through. First of all, in the relevant links of the construction and management of the substation, the substation is a heavy asset investment, the land is mostly leased, there are few land options, and there are many restrictions on land approval. At the same time, limited by the versatility of cross-brand, multi-model, power exchange platform and device technology, power exchange battery pack communication protocol, electrical connector technology, etc., a replacement power station can only serve a single vehicle brand or even a single model, resulting in the increasing demand for station construction and the contradiction of limited land and power resources is further highlighted.

Secondly, in terms of national standards, in addition to the three mandatory national standards issued by the National Standards Commission and the Ministry of Industry and Information Technology in May 2020, such as "Electric Vehicle Safety Requirements", "Electric Bus Safety Requirements" and "Electric Vehicle Power Battery Safety Requirements", most of the others are recommended standards and industry standards issued in previous years, which need to be revised and improved and form mandatory national standards.

In addition, the research and development direction and progress of each battery manufacturer are different, and the energy density, battery structure, size specifications and other aspects of power battery products cannot be unified, resulting in the difficulty of forming a scale effect in the power exchange mode. The low degree of standardization of batteries also restricts multiple brand models from sharing the same power station, which delays the development process of power station replacement.

The sustainable development of the power exchange model requires the cooperation of government authorities, industry associations and enterprises to jointly promote it. To this end, Li Shufu suggested:

Accelerate the clarification of the relevant provisions on the construction of substations, high and low pressure box changes, land and construction approvals, and incorporate them into the national market management standard system. It is recommended that the government open up resource access and support for public parking lots, effectively and reasonably optimize the allocation of land resources, optimize the approval process for high-voltage new installation (capacity increase) of power exchange projects, implement the requirements for compressing the time limit for application, open up multiple households at one site, and accelerate the construction cycle.

Further improve the relevant policies and regulations of the power exchange model, optimize the announcement regulations of the power exchange model, establish an exclusive announcement certification system for the power exchange model, and form a separate certification of the car and the battery under the separation of vehicle electricity. At the same time, we will further improve the national traceability system for new energy vehicles, and optimize the adaptation of vehicle-to-electricity separation mode (such as vehicle-to-electricity separation insurance).

Accelerate the standardization and generalization of power exchange modes. Promote the standardization of software and hardware protocols for power exchange interfaces, preset 2-3 technically advanced interface forms to formulate recommended standards; standardize the mechanism, form and compatibility of power exchange stations, so that technologically advanced power exchange stations can be given priority recommendations; promote the standardization of power exchange battery packs, so that power exchange battery packs can truly be interchanged between different car companies, different power stations and different users.

It is recommended to fully promote the application of methanol vehicles

The "14th Five-Year Plan for Industrial Green Development" issued by the Ministry of Industry and Information Technology of the Mainland officially includes methanol vehicles in green products and proposes to promote the promotion of alternative fuel vehicles such as methanol vehicles. At present, in the field of water transport, the development of methanol ships has been fully launched at home and abroad to lead the shipping industry to carbon neutrality in advance. The relevant regulations, guidelines, design, construction and inspection of methanol fuel ships in mainland China have been established; the development of methanol green intelligent ships and marine methanol engines has received major national special support; and the relevant shipyards have started the construction of methanol fuel ships.

In the field of land transportation, the technology of methanol fuel and methanol vehicles in the mainland is more mature. Since the "Sixth Five-Year Plan", the research, development and demonstration application of methanol fuel and methanol vehicles have been supported by relevant ministries and commissions of the state. From 2012 to 2018, the Ministry of Industry and Information Technology of the Mainland took the lead in organizing a large-scale pilot operation project for methanol vehicles, which comprehensively verified the environmental protection, applicability and reliability of methanol fuel and methanol vehicle applications.

Li Shufu pointed out that methanol will play an extremely important role in establishing a clean, low-carbon, safe and efficient energy system. Promoting the use of methanol vehicles is the most realistic and effective way to achieve healthy and sustainable development in the field of transportation.

First, because the development of methanol vehicles can promote the development of green methanol, drive the scale of green methanol, completely based on the actual conditions of the country, in line with the mainland's "carbon peak" and "carbon neutrality" orderly and steady promotion purposes; second, the development of methanol vehicles can ensure the mainland's energy security, especially the liquid energy security in the field of transportation; third, the development of methanol vehicles can continue the vitality of the mainland internal combustion engine, the leading driving force.

It is understood that methanol has great potential for energy conservation and emission reduction and carbon neutrality. At the production end, modern coal-to-methanol technology is coupled with renewable energy to green hydrogen green oxygen technology, which can achieve zero emissions in the methanol production process; the combination of coke oven gas rich hydrogen and CO2 synthesis methanol process technology can produce 1 ton of methanol to consume about 900 kg of CO2 emissions in the environment. Compared with gasoline vehicles, methanol vehicles are energy efficient by about 21% and CO2 emissions are reduced by about 26%. The application of green renewable methanol can achieve carbon balance.

The dependence of mainland oil on foreign countries exceeds 70%, and oil consumption in the transportation sector accounts for more than 70%. Methanol is the only liquid energy at room temperature and pressure in the field of transportation new energy and clean energy, with excellent fuel characteristics, safe and convenient use, and the combustion characteristics of gasoline and diesel. Methanol fuel is fully suitable for ignition and compression combustion engines, the only new energy source that can inherit advanced internal combustion engine technology. Methanol has significant advantages in infrastructure investment, changes in usage patterns, and impact on related industries.

The development of methanol fuel is completely based on the mainland's "coal-rich, oil-scarce, gas-poor" energy resource endowment reality, methanol's energy-saving and emission-reduction potential and future contribution to carbon neutrality, which is internationally recognized. The development of methanol fuel in the mainland and the promotion and application of methanol vehicles are of great significance to the realization of the strategic goal of double carbon in the field of transportation, ensuring energy security, and promoting healthy and sustainable economic development.

Li Shufu suggested that the application of methanol vehicles should be fully promoted in the mainland, methanol vehicles should be included in the development system and management of new energy vehicles, methanol vehicles should be given the same policy support as new energy vehicles, more enterprises should be driven to invest in the research and development of methanol vehicles, and carbon neutrality in the transportation field should be accelerated.
