★ The per capita disposable income of urban and rural residents reached 77,473 yuan and 46,535 yuan respectively, and the income gap narrowed from 1.77 in 2016 to 1.66;
★ Ranked 13th among the top 100 counties in the country's comprehensive strength.

This series of figures represents not only the successful completion of the 13th Five-Year Plan and the good start of the development of the 14th Five-Year Plan, but also our determination and perseverance to strive to build a new highland of common prosperity in the new era and write a chapter of socialist modernization at a high level.

On the way forward, there will inevitably be many difficulties and challenges: the triple pressure of demand contraction, supply shock, and expected weakening has appeared in our city to varying degrees, the level of urban and rural planning and fine governance needs to be further improved, and there is still a gap between the supply of high-quality public services and the expectations of the masses, and so on. How to profoundly grasp the historical position in which Zhuji is located and the historical mission it shoulders, carry forward the past and open up the future, work hard, strive to answer the questions of the times, the mission examination, and the ten questions of development, and hand over excellent answers to the municipal party committee and the people of the whole city?
The "Government Work Report" answers this question with three words that run through the whole text.

In 2021, Zhuji achieved a good performance of 9.8% year-on-year increase in GDP with a "contention" word, achieving a good start in the development of the "14th Five-Year Plan". In the next five years, Zhuji's goal of "striving to enter the 'top ten'" is still inseparable from a "contention" word. "Striving" not only embodies a spirit of striving to forge ahead, daring to try, and daring to be the first, but also embodies a style of hard work and responsibility. Firmly grasp the goal of "contending", strengthen the confidence of "contending", come up with the action of "contending", concentrate on building "intelligent manufacturing cluster land", "Ronghang quality city", "new highland of civilization" and "governance vanguard", and promote the four major aspects of economic strength, urban and rural development, people's livelihood and well-being, and grass-roots governance to achieve leapfrog improvement, then Zhuji will certainly be able to enter the ranks of the top ten counties in the country's comprehensive strength.
The report expounds in great detail that in the next five years, it is necessary to "intelligently manufacture" and "intelligently govern". "Intelligent manufacturing" is about the strategy of industrial strengthening. Zhuji started with manufacturing, and it is inseparable from the word "intelligent manufacturing" to move towards the future with advanced manufacturing. "Build an intelligent manufacturing cluster" "Launch the 'Zhuji Intelligent Manufacturing' golden signboard", "Deepen the construction of 'industrial brains' such as socks and pearls, and build a digital workshop - intelligent factory - future factory new intelligent manufacturing upgrade chain" "Ensure that the added value of the core industries of the digital economy increases by more than 15%"... Only by accelerating the adjustment of the industrial structure, adapting to the changing trend of the demand structure, improving the modern industrial system, actively promoting the technological transformation of traditional industries, accelerating the development of strategic emerging industries, and comprehensively improving the level of "intelligent manufacturing" in Zhuji, then Zhuji will be able to "wisdom" win the future. "Zhizhi" is about the "Fengqiao Experience" in the new era of innovation and development. Through a series of measures such as "iterative upgrading of 'one center, four platforms and one grid'", "building smart cities, future communities, and smart security communities", "innovating and developing 'online Fengqiao experience'", etc., we will achieve online and offline synchronous governance, promote social governance from manpower intensive to human-computer interaction, from experience judgment to data analysis, from passive disposal to active discovery, and promote the modernization of governance capabilities in "overall smart governance".
At the economic work conference of the municipal party committee in March 2021, Zhuji put forward the "ten questions" of development and asked Zhuji about the future development path. There must be an "answer" to a question, and this "answer" is the action of burying one's head in hard work. After the "Ten Questions" were put forward, Zhuji focused on the "Ten Questions", sounded the clarion call for progress, overcame difficulties, and broke the waves. In the "Government Work Report", ten major actions have been arranged in detail to tackle tough problems. "Ten answers" such as "market entity cultivation and expansion action", "Hangzhou-Shaotong City Acceleration and Code-up Action", "Three-industry Integration and Quality Improvement and Efficiency Improvement Action", "Effective Investment Breakthrough Action", "Reform Pilot Race and Race Action" continue to echo the "Ten Questions", with solid measures and specific goals, and targeted efforts to make up for the four shortcomings of industrial incubation, investment attraction, innovation drive, and openness and inclusiveness, and set up four benchmarks of good governance first, Hangzhou-Shao tongcheng, digital empowerment, and quality city.
