Since the implementation of the Blood Donation Law of the People's Republic of China in 1998, the mainland has comprehensively established a system of unpaid blood donation, realized that clinical blood comes from citizens' voluntary unpaid donation, the blood management legal system and blood station service system have become increasingly perfect, and the number of unpaid blood donors has increased for 22 consecutive years. In its reply, the National Health and Construction Commission said that the number of unpaid blood donations nationwide increased from 328,000 in 1998 to 15.53 million in 2020, the blood donation rate of 1,000 people increased from 4.8‰ in 1998 to 11.1‰ in 2020, and the total number of unpaid blood donations, the number of blood donors and the level of blood safety in the mainland ranked among the top in the world.

In accordance with the provisions of the Blood Donation Law and the Measures for the Commendation and Reward of National Unpaid Blood Donation (Revised in 2014), the National Health Commission and the Red Cross Society of China and the Health Bureau of the Logistics Support Department of the Central Military Commission carry out a national gratuitous blood donation commendation activity every two years. Since 1998, the number of unpaid blood donation awards has been commended nationwide for 1.8 million times, of which nearly 600,000 have been commended for unpaid blood donation awards in 2018-2019, an increase of 51% over 2016-2017.

At present, according to the national gratuitous blood donation commendation project approved by the central government, the award-winning individuals do not enjoy the treatment of provincial and ministerial commendation award recipients. However, your proposal to improve the treatment of winners reflects the voice of some blood donors. In recent years, the National Health Commission and relevant departments have actively promoted the improvement of the incentive mechanism for unpaid blood donation, and strive to implement the preferential treatment of unpaid blood donors while focusing on spiritual rewards.

At the same time, all localities are encouraged to improve the preferential treatment policy for blood donors in the process of implementing the Blood Donation Law in the process of implementing the Blood Donation Law. In November 2019, the National Health Commission and 11 ministries and commissions, including the Red Cross Society of China, issued the Notice on Further Promoting the Healthy Development of Unpaid Blood Donation, requiring local governments to improve the incentive mechanism for unpaid blood donation and provide preferential treatment for blood donors to use public facilities and visit government-run parks.

At present, Jiangsu, Zhejiang, Hainan and other provinces and cities stipulate that blood donors who have won the National Unpaid Blood Donation Award can enjoy the "three exemptions" policy, that is, free use of urban public transportation, free visits to government-sponsored parks, scenic spots and other places, and exemption from outpatient examination fees of non-profit medical institutions. Beijing has also tried to introduce an insurance mechanism that gives accident insurance to blood donors.

The National Health and Health Commission said that it will fully investigate and organize the evaluation of the implementation, implementation effect and existing problems of the "Commendation and Reward Measures", combined with the actual situation of unpaid blood donation at this stage, and jointly with relevant departments to start the revision of the "Commendation and Reward Measures" to further improve the adaptability and effectiveness of the reward methods.
