I. Background to the formulation of the Plan

Since the promulgation and implementation of the "Blood Donation Law", under the leadership and strong promotion of party committees, governments and relevant departments at all levels, the broad masses of the people have actively participated, China has comprehensively established a system of unpaid blood donation, blood management laws and regulations and blood station service systems have become increasingly perfect, and blood work has shown a healthy and rapid development trend. During the "13th Five-Year Plan" period, the number of unpaid blood donors and the amount of blood donations continued to increase, the ability to guarantee blood supply reached a new level, and the total number of unpaid blood donations, the number of blood donors, and the level of blood safety ranked among the top in the world. At the same time, compared with the requirements of high-quality development of the medical and health service system and the people's demand for high-level blood safety supply, China's blood safety supply capacity still needs to be improved. In order to further implement the decision-making and deployment of the Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China on comprehensively promoting the construction of a healthy China, optimize the allocation of blood collection and supply service resources in China, build a high-quality and efficient blood station service system, improve the level of blood safety supply, and safeguard the rights and interests of the people's life and health, on the basis of full research and listening to local opinions, summarize the development status and problems of China's blood bank service system, analyze the situation and challenges of blood safety supply during the "Fourteenth Five-Year Plan" period, and formulate this "Plan".

2. The basic principles of the Plan

The first is to take government leadership as the guarantee. Give full play to the leading responsibility of governments at all levels in the mobilization of unpaid blood donation organizations. The second is to take quality and safety as the foundation. Take blood quality and safety as the lifeline of blood work, and firmly establish the concept of quality first. The third is to take high-quality development as the driving force. Complete, accurate and comprehensive implementation of the new development concept, and the new development concept throughout the entire process of blood development and all fields. The fourth is based on the construction of the team. Build a team of high-quality professional blood management cadres and professional talents, and strengthen the construction of a team of professional talents for blood collection and supply. Fifth, it is supported by information construction. Strengthen the important role of informatization construction in promoting the modernization of the blood bank service system.

III. Key Tasks of the Plan

The first is to optimize the overall layout of blood banks. Clarify the functional positioning of blood banks at all levels; increase the construction of blood collection points and blood storage points according to the needs of blood collection and supply work; set up regional blood safety centers and plasma reserves for those who have recovered from new crown pneumonia; and strengthen the construction of blood stations in the central and western regions, ethnic minority areas, and remote areas. The second is to strengthen the construction of blood bank infrastructure and equipment allocation. Increase support for the construction of new construction and expansion of blood banks, and ensure that the blood bank service system is in line with the local medical and health development trend. The third is to establish a blood safety management system. Establish a national, regional, provincial, and municipal blood safety management system, explore the use of information technology to carry out blood safety supervision; continue to increase investment in blood nucleic acid testing capacity building; and continue to update and improve the technical operating procedures of blood banks. The fourth is to promote centralized testing. Rely on blood centers or large-scale and strong central blood stations to carry out centralized blood testing, improve the quality of testing, and reduce the cost of testing. The fifth is to improve the incentive policy for unpaid blood donation. Strengthen the publicity, education, organization, mobilization and other work of unpaid blood donation, and combine the work of unpaid blood donation with the construction of spiritual civilization and the creation of a healthy city. The sixth is to promote the construction of blood management informatization. Build an efficient, stable and safe national blood management information platform; formulate functional specifications for blood bank information systems and unify construction standards; rely on the blood management information platform to strengthen the integration and cooperation of quality and safety management and blood allocation. The seventh is to carry out blood safety monitoring and risk early warning. Establish a national blood safety monitoring and risk early warning mechanism, establish a monitoring report work system and an expert research and judgment work system, improve the risk early warning mechanism, and timely take interventions to minimize blood safety risks. The eighth is to improve the ability of blood emergency support. Bring blood emergency support into the scope of the construction of the national emergency response system, establish a national special blood type blood information inquiry platform, expand the size of the emergency blood donor team, and improve the emergency support capacity of blood in public emergencies. The ninth is to strengthen the construction of the professional talent team of blood banks. The blood collection and supply profession will be included in the training plan for the training of professional talents in short supply, improve the quality of professional and technical personnel, strengthen the construction of blood transfusion medicine disciplines, increase support, and improve the technical reserves related to blood safety.

4. Organization and implementation of the Plan

The first is to implement government responsibilities and strengthen departmental coordination. Health administrative departments at all levels should combine the construction of the blood bank service system with the local health and health development plan, and the blood bank setting plan should be connected with the medical institution setting plan, strengthen the government's responsibility, and adhere to the public welfare of the blood bank. Strengthen departmental cooperation, ensure the normal operation and development of blood banks, continue to promote the innovation of blood bank service system mechanisms, and deepen the reform of grass-roots operating mechanisms. The second is to base ourselves on regional realities and promote the implementation of the work. Health administrative departments at all levels should strengthen the main responsibility, take this plan as the guide, combine local realities and the distribution of medical resources, clinical blood demand, etc., formulate plans or action plans for the construction of blood station service systems in their respective regions according to local conditions, and reasonably determine work objectives. The third is to strengthen supervision and evaluation to ensure the effectiveness of work. Health administrative departments at all levels should strengthen blood safety management and monitoring and evaluation, take the assessment results as an important basis for improving blood work and performance appraisal, strengthen supervision and guidance, and implement leadership responsibilities. The fourth is to pay attention to publicity and guidance and create a good atmosphere. Vigorously publicize the importance of promoting unpaid blood donation and ensuring the safe supply of blood, publicize the advanced figures and typical deeds of unpaid blood donation, carry forward the humanitarian spirit of selfless dedication and blood donation to save people, and transmit positive social energy.
