In order to accelerate the promotion of the strategy of a strong talent zone, attract outstanding young people at home and abroad to Baoshan to participate in the construction of the main position of Shanghai Science and Technology Innovation Center, and further provide a strong talent guarantee and sufficient reserve force for the development of Baoshan's economic and social undertakings, the second batch of applications for the recruitment of young reserve talents in 2022 is now being launched. The announcement on recruitment matters is as follows:
01 Recruitment targets and conditions
Young reserve talents should have full-time undergraduate degree or above from key universities, or other domestic and foreign institutions with the same level (among them, overseas institutions should be recognized by the Ministry of Education and be among the top 200 in the world university rankings, with specific reference to the USNEWS World University Rankings, QS World University Rankings, Times Higher Education World University Rankings and ARWU World University Academic Rankings). At the same time, the young reserve talents must meet or meet the following conditions:
1. Have the nationality of the People's Republic of China;
2. Support the leadership of the Communist Party of China and abide by the Party's line, principles and policies;
3. Have good moral character and are interested in public service and social management;
4. The age is generally not more than 30 years old (undergraduate degree is generally not more than 25 years old, master's degree is generally not more than 28 years old, and doctoral students are generally not more than 30 years old);
5. Good physical condition and able to adapt to job requirements.
Priority may be given to those who meet one of the following conditions:
1. Bachelor degree or above are "double first-class" universities or equivalent colleges and universities.
2. Members of the Communist Party of China.
3. It belongs to biomedicine, artificial intelligence, new materials, economy, urban construction, planning and other urgently needed majors in the district.
4. Outstanding performance in school or during work, won the school level and above scholarships, or won the honorary titles of excellent/three-good students, excellent student cadres, excellent graduates, excellent regiment cadres, excellent regiment members, etc.
5. Baoshan household registration or residence is Baoshan.

03 Remuneration
1. The annual income of young reserve talents doctoral students is about 220,000, the annual income of master's students is about 200,000, and the annual income of undergraduate students is about 180,000 (including social insurance, provident fund and income tax paid by individuals).
2. If it belongs to the shortage of urgently needed professionals in the district in the current year and the performance during the reserve period is particularly excellent, the annual income can be increased by 5-10% on the original basis.
3. For young reserve talents with rental housing needs, priority will be given to providing housing guarantees such as public rental housing and talent apartments in the district.
04 Training management
1. The reserve of young talents shall be dynamically managed, and the maximum reserve period shall be 3 years;
2. The young reserve talents hired sign labor contracts with the human resources institutions or enterprises designated in the district, and are dispatched to relevant government departments, public institutions and state-owned enterprise management positions;
3. Timely rotation training, according to the professional expertise and work performance of young reserve talents, the young reserve talents who have been hired for two years will be arranged to other posts for rotation training in a timely manner to enhance the comprehensive ability of young reserve talents.
4. During the reserve period, young reserve talents are encouraged to actively apply for civil servants or public institutions in the district. When recruiting civil servants and public institutions in the district in an annual year, priority will be given to recruitment (hiring) under the same conditions. Young reserve talents who start their own businesses during the reserve period will be given priority to enjoy relevant policy support.
5. At the expiration of the reserve period, qualified young reserve talents may be directly hired as staff of public institutions in the district through relevant procedures, or recommended to work in state-owned enterprises and group companies in the district through two-way selection.
6. If the young reserve talents are from the source of students in this city, the household registration is transferred to the place of the family, and those who are not students in the city can apply for Shanghai household registration in accordance with the shanghai employment scoring standards, and can also apply for the Shanghai municipal residence permit in accordance with the regulations. The personnel files of young reserve talents are represented by the district talent service center, and the party-group relationship is transferred to the employer.
05 Recruitment process
1. Registration. Candidates can register according to the professional category of recruitment, combined with their own situation, by logging on to the Baoshan District Youth Reserve Talent Recruitment Registration System (http://www.ecloudexam.com/website/ecloudform/2202090904) or clicking "Read the original article" at the end of the article. Each person is limited to one professional category. The first batch of candidates who have already registered in October 2021 will need to re-register this time.
2. Interview and physical examination. After the end of the registration, the candidates for this young reserve talent will be selected centrally (if necessary, the online remote interview and written examination can be added), and the list of interviewers will be determined according to the comprehensive situation. Interviewers will be notified by SMS or phone, and those who have not entered the interview will not be notified separately. The interview adopts a structured interview method, and those who pass the interview will be arranged for a medical examination.
3. Inspection. Examine the candidates' political and ideological qualities, compliance with discipline and law, moral character, creditworthiness records, job qualifications, and the need for recusal. Those who fail to pass the examination shall be disqualified from employment.
4. Publicity and employment. Qualified personnel will be publicized on the Baoshan District Government Portal website for 5 working days. After the announcement is completed, the employment procedures will be completed.
