Not long ago, the Ganyu District Procuratorate, the District Natural Resources Bureau, and the Banzhuang Town Government, together with the Linshu County Procuratorate of Shandong Province, held the unveiling ceremony of the "Sulu Border Procuratorate Public Welfare Ecological Restoration Base" here, and planned to build the base into a rule of law park for legal popularization and education. But four years ago, it was a giant mine pit, and the surrounding land was severely damaged.

In April 2018, prosecutors from the Fifth Procuratorate of the Ganyu District Procuratorate received a tip from a public interest damage observer: someone had illegally mined and destroyed farmland in Dongwozi Village, Banzhuang Town. During the on-site investigation, the prosecutor found a depression in the middle of the wheat field, and the rubble in the pit was piled up, which seriously damaged the cultivated land resources. According to reports, the staff of relevant departments have come several times to stop illegal mining, but because this land is located in the middle of the boundary between Shandong and Jiangsu, the problem of private digging and indiscriminate mining in the border area involves multiple departments, and it is difficult to completely control it by relying on a certain region and a certain law enforcement department alone.

The Ganyu District Procuratorate filed a public interest lawsuit on the clue. Subsequently, the procurator came to the scene several times to investigate, and went to the relevant departments to retrieve information such as the nature, location, area, and satellite distribution map of the land involved in the case, confirming that the nature of the land involved in the case was cultivated land.

After verification, the pit was caused by Li Mou's brother and sister illegal mining without permission, since March 2016, the illegal mining lasted for 2 years, the area of the stolen mining pit reached more than 20,000 square meters, a total of 838,000 tons of stolen ore, the total price was more than 6.98 million yuan, and the assessed environmental restoration costs were more than 700,000 yuan.

The Ganyu District Procuratorate prosecuted the case in accordance with the law, and at the same time filed a criminal attached civil public interest lawsuit, requiring Li's sister and brother to bear civil liability and pay for ecological restoration costs.

In December 2019, the court sentenced Li to four years in prison and fined him 500,000 yuan for illegal mining; sentenced his brother Li Moujia to one year and four months in prison and fined him 200,000 yuan; and the two jointly bore the cost of ecological restoration of more than 700,000 yuan. After Li appealed, the second instance upheld the original judgment.

After the case is completed, the restoration of the damaged ecology becomes a top priority. In March 2021, the Jiangsu Provincial Procuratorate, the Lianyungang Municipal Procuratorate, the Ganyu District Procuratorate and the Linshu County Procuratorate of Shandong Province jointly held the "Lianyungang Li Illegal Mining Case Accurate Law Popularization Activity and Procuratorial Ecological Restoration Opinion Meeting", inviting people's congress deputies, CPPCC members, water conservancy experts, town and village cadres, and local villagers to participate. After synthesizing the opinions of all parties, it was finally decided to transform the pit into a reservoir for irrigating farmland.

In the process of restoration, the procurator of the Ganyu District Procuratorate inspected the on-site restoration situation many times, followed up and grasped the construction progress and the quality of the restoration project in a timely manner, and finally turned the pit in the farmland into a "rich people pond" that benefited the people.
