The novel tells the story of Shen Hongliang, a scholarly man in Henan during the Jiajing period of the Ming Dynasty, who was determined to serve the country and the people, and after passing the local official examination, he was known for his honesty and jealousy, fearlessness of the powerful, and impartial judgment, and won the hearts of the people, but he was also persecuted by evil forces from all walks of life, as well as the conspiracy and assassination of the palace ministers. At the same time, a group of civilian officials and military generals with a sense of justice and chivalrous people stepped forward to help each other, protected zhongliang, and punished adulterers.
The whole book is divided into 44 chapters, counting about 160,000 words, which is a combination of public case novels and chivalrous novels (formerly known as "Shen Gongqi Case"), its content is exquisitely conceived, compact structure, the characters in the book have distinct personalities, sharp contradictions and conflicts, and the plots are interlocked.

After the author came to the editorial department of Hedong Culture, a local journal in Yuncheng, for help, after learning that the author Cao Baoyin was a farmer and had no pen to work, and the work was readable, in line with the purpose of supporting excellent amateur authors of original literature, the journal was reluctant to publish the full text, and reached the following agreement through friendly consultation, that is, the author had no remuneration, the editor was obliged to edit, and both sides had no other plans.
In May 1998, "Heavenly Grievances" was published in the form of a special issue in the "Hedong Culture" journal with a total of 117-118 issues, which finally seemed to be the fertile land of Hedong culture that fulfilled the author's literary dream.
