According to the website of the Ministry of Education, in order to thoroughly implement the spirit of the Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Further Reducing the Burden of Students' Homework and The Burden of Off-campus Training in the Compulsory Education Stage, the Ministry of Education, the Central Organization Office, and the Ministry of Justice jointly issued the "Opinions on Strengthening Education Administrative Law Enforcement and Deeply Promoting the Comprehensive Management of Off-campus Training" (hereinafter referred to as the "Opinions").

The "Opinions" pointed out that the administrative law enforcement of off-campus training supervision is the statutory duty of the government to manage off-campus training affairs by the administrative departments of education at all levels, and it is necessary to speed up the construction of a law enforcement system with clear powers and responsibilities, standardized management, smooth operation, strong guarantees, and adequate supervision, comprehensively improve the quality and efficiency of administrative law enforcement in the supervision of off-campus training, strictly investigate and deal with violations of laws and regulations in off-campus training according to law, ensure that the "double reduction" work is solid and effective, and strive to run a satisfactory education for the people.

The "Opinions" emphasize that it is necessary to improve the existing mechanism for joint law enforcement of various departments under the leadership of the party committee and the government, clarify the responsibilities, perform their own duties, divide labor and cooperate, and promote coordination and linkage between superior and subordinate levels, between peers, and between different places. Market supervision, Internet information, public security, sports, culture and tourism and other relevant departments shall, within their respective responsibilities, conduct separate or joint supervision of issues involving off-campus training.

The "Opinions" make it clear that it is necessary to strengthen the administrative law enforcement duties of off-campus training supervision and supervision of education administrative departments, and effectively enhance the awareness and ability to carry out administrative inspections, administrative punishments, and administrative compulsions in accordance with the law. It is necessary to strengthen the administrative law enforcement forces of education departments in training and supervision outside schools, speed up the establishment of institutions, strengthen the allocation of forces, and improve the quality of personnel. It is necessary to formulate a law enforcement list, standardize law enforcement processes, innovate law enforcement methods, and improve off-campus training to supervise administrative law enforcement capabilities.

The "Opinions" require that education, establishment, judicial and other departments in all localities should promote the inclusion of off-campus training supervision and administrative law enforcement work funds into financial budget management, strengthen safeguards, and rationally allocate transportation, communications, law enforcement recorders and other conditions and equipment necessary for law enforcement. It is necessary to include the supervision and administrative law enforcement of off-campus training in the scope of education supervision, promote local governments to strengthen the administrative law enforcement work of off-campus training supervision, and seriously hold accountable those who are ineffective in implementing the central decision-making and deployment and the governance of off-campus training are not in place.
