Among the new batch of approved cross-border e-commerce comprehensive test areas, Guangdong has added the most, reaching 8, plus the previous 13 cities, 21 prefecture-level cities in Guangdong Province have achieved full coverage of cross-border e-commerce comprehensive test areas, ranking first in the country. In addition, jiangsu provinces (13) and Zhejiang provinces (11, plus 1 county-level city of Yiwu) are currently fully covered. There are 9 cross-border e-commerce comprehensive test areas in Shandong and 6 in Fujian. This is also the most active area for the development of cross-border e-commerce.

The reply pointed out that the relevant departments of the State Council should strengthen the coordination and guidance and policy support for the comprehensive pilot zone in accordance with the division of functions, and effectively give play to the demonstration and leading role of the comprehensive pilot zone. In accordance with the principle of encouraging innovation, adhere to the problem-oriented, strengthen coordination and cooperation, focus on exploring and innovating in the technical standards, business processes, regulatory models and information construction related to the cross-border e-commerce enterprise-to-business (B2B) approach, and study and introduce more support measures to create a good environment for the development of the comprehensive pilot zone and better promote and standardize the development and growth of the cross-border e-commerce industry.

It is necessary to further improve the cross-border e-commerce statistical system, implement support policies such as exempting cross-border e-commerce retail export goods from value-added tax and consumption tax in accordance with regulations in the comprehensive pilot zone, enterprises can choose to approve the collection of enterprise income tax, and automatically apply the cross-border e-commerce retail import pilot policy to the cities (regions) where the local customs confirms that they meet the regulatory requirements, and support enterprises to jointly build and share overseas warehouses.
