He said that he loved painting since he was a child, began to formally learn painting at the age of 17, and was trained by the famous painter Mr. Xuan Daoping in his early years, and later entered the Chinese Painting Department of Tianjin Academy of Fine Arts for further study, where he studied under Mr. Sun Qifeng, Xiao Lang, Pu Zuo and others specializing in flower and bird painting.

In 1980, he was assigned to teach at the former Ceramic Technical School and now the Industrial Vocational and Technical College, engaged in the teaching of Chinese painting and painting, and began to combine the local characteristics of Tangshan bone porcelain to study the art of ceramic painting. Compared with southern pottery, northern art ceramics can better reflect the pen and ink charm of Chinese painting, and gradually form the "white porcelain" culture of southern Qingbei white. Liu Guanwei worshiped nature as a teacher, he went to many places to collect wind, depicted and outlined the blooming lotus flowers, residual lotuses, etc., pondered the technical innovation of freehand ink lotus, and generally poured the lotus leaf first and then outlined the veins of the method, the opposite way, giving the lotus leaf a sense of movement, making the picture more tense and spiritual. He writes the rattan with a calligraphic pen, and presents its thick and thin winding state with dry and wet pen and ink, highlighting the beauty of the composition of the vines, so that the vines and flowers in the picture echo and are fascinating.
