Hubei builds patent technology promotion platform to make patents no longer "sleep"

Wuhan, January 26 (Wu Yili) Reporters learned at a press conference held by the Information Office of the Hubei Provincial Government on the 26th that in 2021, Hubei patent authorization of 155,000 pieces, an increase of 40.93% year-on-year; the number of invention patents per 10,000 people is about 16.09, an increase of 29.65% year-on-year; and the number of enterprises with effective invention patents increased by 2145.

Li Shuwu, second-level inspector and deputy director of the Hubei Provincial Intellectual Property Office, said that Hubei universities are gathered, science and education resources are abundant, at present, many colleges and universities are still in a "sleeping" state that has not been fully implemented, and at the same time, many small and medium-sized enterprises are difficult to obtain the patented technology they need.

In order to promote the efficient and rapid transformation and application of patented technology, the Hubei Provincial Intellectual Property Office has revitalized the existing patents by mining the needs of enterprises, built a supply and demand platform, and smoothed the circulation channels of patented technologies.

In January this year, the "Zhihuiqiao" Hubei patent technology promotion and utilization public service platform and 5 functional patent collection and storage operation platforms were officially launched, providing free patent transformation services for innovative entities. The platform brings together the full amount of patent data of 188 countries and regions around the world, including 130 million patents worldwide and more than 40 million domestic patents, providing public services such as full search. The platform also classifies and evaluates the value of 960,000 patents in Hubei, adopts big data and artificial intelligence technology to realize the two-way accurate intelligent recommendation function of patents and enterprises, and includes the directory of 15,000 enterprises, more than 270 universities and scientific research institutes, more than 180 service institutions and 260,000 patent talent information in the province.

In addition, the five functional patent collection and storage operation platforms focus on the strategic emerging industries in Hubei Province, collect and store patents through various methods such as custody and buyout, and independently carry out market-oriented operations.

In the "14th Five-Year Plan for Intellectual Property Rights of Hubei Province" recently released by Hubei Province, it is proposed that intellectual property rights should truly become the "just need" to help scientific and technological innovation, the "hard core" to accelerate industrial transformation, the "standard" to optimize the business environment, and the "signboard" to promote opening up.

In this regard, Li Shuwu said that Hubei will give full play to the role of the "Zhihui Bridge" platform, continue to carry out the collection and release of patented technology supply and demand information, intelligent matching, etc., fully tap the patented technology of colleges and universities to dock the needs of small and medium-sized enterprises, transform Hubei's advantages in science and education resources into innovation advantages, talent advantages, and development advantages, promote the rapid and efficient transformation of patents, and help small and medium-sized enterprises innovate and develop.
