Beijing: New regulations will be issued for shared bicycle parking, and those who park illegally for many times will be restricted from using it

(Meituan Bicycle), Shanghai Junzheng Network Technology Co., Ltd. (Hello Bicycle), and Guangzhou Qi'an Technology Co., Ltd. (Qing orange Bicycle), the four parties jointly signed the "Joint Restrictive Convention on Regulating User Parking Behavior in the Beijing Regional Internet Rental Bicycle Industry (Trial)", and joint restrictive measures will be implemented for users who have repeatedly parked shared bicycles in violation of the law.

Users who park repeatedly in violation of the law will be jointly implemented restriction measures

In recent years, as a green, environmentally friendly and healthy way of travel, shared bicycles have effectively solved the problem of the "last kilometer" of citizens' travel, and played an active role in alleviating traffic congestion and helping to reduce emissions and carbon, but at the same time, they have also caused many urban management problems such as random parking and lane occupation. The reason, on the one hand, is that the sharing bicycle operation enterprises are not timely in clearing and dispatching, but on the other hand, cyclists often park at will for convenience and convenience, which is also an important reason for the chaos of parking.

The release of the "Joint Restrictive Convention on Regulating User Parking Behavior in the Beijing Regional Internet Rental Bicycle Industry (Trial)" (hereinafter referred to as the "Convention") is to gradually guide and standardize the parking behavior of car users, develop civilized travel habits of civilized cycling and orderly parking, convey the development concept that traffic travel requires the participation of the whole people and common governance, and create a good atmosphere in which civilized travel is everyone's responsibility.

The Convention clearly states that in a natural month, if the user parks the shared bicycle on the highway in the city, the main road of the urban expressway (including the entrance and exit of the main auxiliary road and the isolation belt, and the bridge area) once or more, the no-stop area three times or more, the area outside the electronic fence of the entry management area six times or more, or the enterprise is taken risk control measures for maliciously destroying the shared bicycle, privately occupying the shared bicycle, or using the shared bicycle to carry out illegal and criminal acts, Then the user will be included in the joint restriction measures of the bicycle sharing enterprise.

If there is an objection to the public list, an application for opposition may be filed

The Convention clarifies that users who are included in the joint restriction measures within one natural month shall not use all brands of shared bicycles for 7 calendar days from the 1st of the next month from the date of publicity; For users who have been included in the joint restriction measures for three consecutive months, they shall not use all brands of shared bicycles for 15 calendar days from the 1st of the next month from the date of publicity; For users who have been included in the joint restriction measures for six consecutive months, they are not allowed to use all brands of shared bicycles for 30 natural days from the 1st of the next month from the date of publicity. For users who have purchased cycling cards such as secondary cards, weekly passes, and monthly passes, the validity period of the cycling cards will be extended accordingly, and the extension period will be the length of time that the user is included in the list of joint restriction measures.

Before the 15th of each month, shared bicycle companies will uniformly announce to the public the list of the targets of the joint restriction measures in the previous month through their APP, official website and other official platforms (adopt the common method of citizen privacy protection, only the first 3 and 4 digits of the mobile phone number are announced), and the publicity period is 5 working days. If the users in the list have objections, they can submit an objection application to the Beijing Bicycle and Electric Vehicle Industry Association within the publicity period, and the association will inform the objection applicant of the result within 5 working days of receiving the user objection application.

If the user does not agree to the termination of the service required by the user agreement, the enterprise will promptly refund the user's deposit, prepayment and riding card balance, and terminate the provision of shared bicycle services to the user.

The Convention will be implemented on a trial basis from 31 January 2022 and will come into force on 1 March 2022.

Multiple measures are taken simultaneously to regulate the parking order of shared bicycles

At present, in order to do a good job in ensuring the urban environment during the Beijing 2022 Winter Olympic and Paralympic Winter Games, the city is carrying out the "100-day rectification" of Internet rental bicycles, combined with the characteristics of off-season cycling to implement more refined dynamic adjustments, and reducing the total number of vehicles in the central urban area to less than 500,000 before the end of January. In the next step, we will also rely on the "Community Youth Hui" of the Beijing Youth League Committee to carry out the public welfare activity of "helping the Winter Olympics to have me and jointly build a beautiful Beijing". During the event, the community youth club will focus on the main line of "civilized travel and standardized parking", publicize the concept of civilized travel to the majority of young people, and guide young people to actively participate in grass-roots governance. During the preparation and development of the 2022 Winter Olympics, about 400 young social workers in the city jointly carried out the civilized placement of shared bicycles around 80 key points such as Olympic venues, rail stations and transportation hubs.

At the same time, the transportation department also issued a proposal for "sharing cycling and sharing civilization" to the society, hoping that the general public can ride safely, civilize and give way to standardized parking while preferring green travel, and jointly create a good urban environment and build a harmonious traffic order.
