Shanghai municipal law enforcement departments interviewed three online freight platforms

On the morning of January 24, the municipal traffic law enforcement department and the public security traffic police department jointly interviewed the three network freight platforms of "Didi Freight", "Cargo Lala" and "Fast Dog".

At the meeting, the municipal traffic law enforcement department reported on the illegal acts involving online freight platforms in recent years. Since 2019, a total of 186 cases of illegal freight transport have been filed without authorization using online freight platforms. Last year, the number of related cases reached 67 (most of the cases used platforms were Lala, Didi Freight or Kuaigou, accounting for nearly 60% of the number of cases), a sharp increase from the same period in 2020.

The three online freight platforms responded to the notices and related issues raised by law enforcement departments, promising to strengthen the qualification review of offline personnel and vehicles in the future, and to do a good job in the inspection work through third-party entity departments. In terms of the compliance supervision of the entrusted goods, in addition to the offline training of the driver, the online push information will be optimized to ensure the legal and compliant transportation of the goods.

At the meeting, the municipal traffic law enforcement department and the public security traffic police department clearly put forward requirements for the three network freight platforms, strictly reviewed the qualifications, and prevented non-compliant vehicles and personnel from engaging in road freight operations. In particular, registered personnel and vehicles are inspected offline, unlicensed vehicles and personnel are cleared in a timely manner, and it is forbidden to send summoning information to non-compliant vehicles and personnel. Strengthen operational supervision, urge platforms to operate legally and compliantly, fully understand the illegal harm of "passenger cargo" and the determination of law enforcement departments to strictly enforce the law, and strictly prohibit platforms from undertaking illegal goods. Improve ideological awareness, keep the safety bottom line, and effectively safeguard the legitimate interests of road transport practitioners. Comprehensively guide and publicize traffic safety, firmly establish the bottom line thinking of transportation safety, and fully fulfill corporate social responsibility.

The two law enforcement departments said that the next step will continue to jointly carry out the rectification of illegal freight transport of "passenger cargo", maintain a high-pressure and severe crackdown on non-compliant vehicles that receive orders through the platform, and maintain the order of the road freight transport market in Shanghai. At the same time, the "Other Laws" such as the "E-commerce Law of the People's Republic of China" are used to rectify the illegal acts of the platform according to law, and ensure the compliance and healthy development of the online freight platform in accordance with the law.
