Insufficient capacity in the community is one of the problems faced by the installation of new energy vehicle charging piles with vehicles. In order to alleviate this problem, in addition to the policy support for the increase in the capacity of power supply facilities, new models such as charging pile "unified construction and unified management" and shared charging are also being gradually applied, effectively improving the sense of gain of new energy vehicle owners.

"The delivery of the new car is imminent, and I did not expect to install the charging pile to be difficult." Not long ago, Mr. Fang, the owner of a residential area in Chengdu, Sichuan Province, encountered a problem in the installation of charging piles with new energy vehicles - insufficient capacity of the community.

In fact, there are many car owners like Mr. Fang who cannot install charging piles with cars due to insufficient capacity in the community. It is understood that since the second half of 2020, the number of new energy vehicles in the mainland has grown rapidly, and in individual communities in Cities such as Shanghai, the proportion of new energy vehicles has even reached 30%, and the contradiction of insufficient capacity is becoming more and more prominent.

How much power resources will a new energy vehicle charging pile squeeze out? Where is the difficulty in increasing the power capacity of the community? What are the current countermeasures?

The capacity increase and transformation of power supply facilities are inseparable from policy support

Walking into the underground parking garage of COSCO Liangwan City in Shanghai's Putuo District, from the distribution room to the entire external wall, hundreds of meters have been hung up to the fullest. In the distribution room of the underground parking garage in Guangrunyuan Community in Minhang District, in addition to 16 meters neatly hung in the meter box, the others were hung on three other walls, and the connecting pipelines extended like spider webs to dozens of charging parking spaces.

The survey shows that the current mainstream slow charging pile power is generally 7 kilowatts, while the residential distribution load is generally 3.5-10 kilowatts. The disorderly construction of private piles not only easily causes public resources to be preferentially occupied by some owners, but also causes a tight load on the power grid. The current personal installation and property allocation mode is also easy to lead to repeated excavation, disorderly laying of cables, construction standards are not uniform and other issues, and after the warranty period of charging equipment, it may face the situation of no maintenance, leakage and fire hazards are aggravated.

"With the rapid growth of new energy vehicle ownership, even if those newly built communities that reserve the charging capacity of new energy vehicles in accordance with the regulations of relevant departments, the lack of capacity will occur sooner or later." The person in charge of a charging pile operation company said that as for those old communities that have not reserved the charging capacity of new energy vehicles, the contradiction is more prominent, and the conventional solution is only to increase the capacity of one road.

However, increasing the capacity of power in the community is not an easy task. The application of a property owner in a residential area in Beijing was stuck in the capacity increase. In desperation, the owner reported the situation to the Beijing 12345 hotline. The reply was that the completion time of the community was 2005, and there was no plan to install car charging piles and related supporting charging facilities. Property company feedback, the current garage facilities include lighting, fire protection, three-dimensional parking spaces, etc., has made the electrical capacity saturated, without affecting the start of fire fighting facilities, can not meet the vehicle charging needs, that is, the underground garage electrical appliances can not increase capacity.

If you can have the basic conditions for capacity increase, can you easily increase capacity?

It is understood that although the current power sector does not charge for the increase in the capacity of low-voltage residential users, under normal circumstances, users need to bear the cost of design, construction and line consumables. Of course, local power departments will also introduce different preferential policies for the construction of charging piles, such as the State Grid Shanghai Pudong Power Supply Company said that as a power access service provider, they are willing to bear the cost of cables and supporting distribution cabinets, metering boxes and other equipment and construction costs. However, the community needs to provide a room in the underground garage as a new distribution room, and also provide a channel for cable laying, that is, to erect the necessary cable tray in the underground garage. Obviously, it is not easy to meet the capacity increase requirements of the power sector.

In 2016, the National Development and Reform Commission and other 4 departments issued the "Notice on Accelerating the Construction of Electric Vehicle Charging Infrastructure in Residential Areas", which clearly stated that according to the principle of "moderate advancement", power supply enterprises should carry out the capacity increase and transformation of supporting power supply facilities according to the "one table and one parking space" mode for special fixed parking spaces (including parking spaces with a lease period of one year or more), and each parking space should be equipped with an appropriate capacity energy meter. The state gives policy support such as special construction funds to the electrification of parking spaces in residential areas as appropriate. Industry experts said that the high cost of power capacity increase is ultimately inseparable from the strong support of local governments and power companies.

The reporter found in the investigation that even if the current power load capacity is sufficient in some communities, when the owner applies for the installation of charging piles, it will also be rejected or charged a certain fee on the grounds of insufficient capacity.

Ms. Wang, who lives in a residential area in Chengdu's Tianfu New District, got the consent form for the construction of the property after paying a power capacity increase fee of 2,000 yuan. Mr. Yu, who lives in a residential area in Chengdu High-tech Zone, paid a capacity increase fee of 5,000 yuan in order to obtain a property pile construction permit. The above-mentioned residential property said that at the beginning of the construction of the community, the electricity load of new energy vehicles was not considered, and the installation of charging piles involved electricity capacity increase, and the charging of capacity increase fees was actually "equipment occupation fee" and "maintenance fee".

In this regard, various localities are also exploring solutions, and the situation of rejecting the owner's application for building piles due to insufficient capacity and the non-uniform and opaque power capacity increase fee is constantly improving. According to reports, as of September 2021, Chengdu has carried out a pilot project of charging pile "unified construction and unified management" mode in 450 communities, and more than 800 charging piles have been used on the line. Through the system's intelligent load control, intelligent time-sharing peak charging and other measures, the pilot community not only realized peak shaving and valley filling, but also reduced the electricity pressure of the community.

In addition, Chengdu has also launched a fixed parking space service package under the "unified construction and unified management" mode, where car owners only need to pay a start-up fee of 2,000 yuan and choose a charging service package that matches their own electricity consumption, and can enjoy the charging pile provided by the operator for free and installed in place, 12 times a year free charging pile inspection and operation and maintenance, charging pile non-human damage free replacement and other services.

Group charging system and shared charging improve efficiency

"In addition to increasing capacity, for the limited capacity of the community, we changed our thinking and developed a group charging system with the goal of improving charging efficiency." For example, Zhang Meng, head of Sentong Zhida, said that the 14 kilowatts of electric capacity can only be allocated to two 7 kilowatts of power charging piles in the traditional way, but 6 charging piles can be installed using the group charging system to share 14 kilowatts of capacity. "The group charging system is to intelligently allocate charging time to allow limited capacity to serve more customers."

Also in order to achieve time-sharing staggered charging, State Grid Electric Vehicle Service Co., Ltd. has launched orderly charging piles in many places. Wu Fan, manager of the State Grid electric community charging business, introduced that after the owner chooses orderly charging, the system automatically obtains information such as battery capacity, predicts the user's car time and charging demand according to historical data, and the vehicle networking platform will control the charging pile to start charging at the most appropriate time.

"Orderly charging, under the premise of not affecting the normal life of residents, not only meets the charging needs of more car owners, but also brings benefits to car owners in communities that enjoy peak and valley electricity prices." Qiu Liangping, director of the brand communication department of GAC Aean, said.

In order to solve the problem of insufficient power capacity, the National Development and Reform Commission has also proposed to encourage new models such as "sharing near parking spaces" and "multi-vehicle and one pile".

Mr. Wang, who lives in Jintaili Fujia Garden, No. 28 Dongba Courtyard, Chaoyang District, Beijing, is the first batch of "pile owners" to share private piles. "My car is charged once a week, and most of the time the charging pile is empty, wouldn't it be better to share it with the neighbors?" Mr. Wang said that in addition to his own parking space, in 2018 and 2021, he installed 4 shared piles on the bottom commercial parking space of the community he operated. "Now there are more than 10 community owners who come to charge every three or four days, and the service fee income brought by each pile alone is almost 4,000 yuan per year." Mr. Wang said that the benefits were a windfall, and what made him even happier was the satisfaction of helping other car owners.

"When sharing private piles, electricity charges are not allowed to increase in price, and the operating platform only charges a small amount of service fees, and most of the proceeds belong to the owners of private piles." Zhu Jianzhong, general manager of Star Charging Beijing, introduced that for some time, the frequency of private pile sharing has continued to increase, and in 2020, 20% of private piles on the platform have been shared, and in 2021, it has increased to 30%, and the average daily shared electricity of single piles has also increased by 3 times.
