Tramway news: Regarding the commissioned production of automobiles, it has been in the gray area of supervision before, although the Ministry of Industry and Information Technology, which plays the role of the competent department, has also issued documents many times, but there has never been a formal specification. The elimination of non-compliant commissioned production is itself an implementation measure of the Ministry of Industry and Information Technology to optimize the production structure of the whole vehicle.
On January 21, the Equipment Center of the Ministry of Industry and Information Technology once again issued a notice on commissioned production, requiring enterprises to conduct self-examination, investigate in detail the specific situation of commissioned production, and explain the definition of commissioned production.
According to the explanation of this notice, the entrusted production self-inspection includes the enterprise entrusting other enterprises to produce its announced automobile products, or accepting the entrustment of other enterprises to produce automobile products, and there is a situation that the actual production enterprise and production address of the automobile product are inconsistent with the product announcement production enterprise and production address, but it does not include the situation that the truck road motor vehicle production enterprise entrusts the loading production enterprise to complete the loading production operation of four types of truck products such as flat plate, barn grid, van, and dump.
"Legalization" of consignment production
In recent years, the Ministry of Industry and Information Technology has issued policies or regulations on commissioned production on many occasions.
In December 2018, the Ministry of Industry and Information Technology issued the Administrative Measures for the Access of Road Motor Vehicle Manufacturers and Products, which has two provisions as follows:
Article 27 The Ministry of Industry and Information Technology shall optimize the management of flatbeds, barns, vans and dump trucks.
Truck road motor vehicle manufacturers can entrust the topsize production enterprises to complete the production of flatbeds, silos, vans, and dump trucks. Truck road motor vehicle production enterprises use the chassis produced by the enterprise for the production of flat plates, barns, vans, dump truck products for unified road motor vehicle product access application, to assume the responsibility for product quality and production consistency.
Article 28 Road motor vehicle production enterprises are encouraged to carry out research and development and production capacity cooperation, and road motor vehicle production enterprises that meet the prescribed conditions are allowed to entrust processing and production.
Encourage road motor vehicle R&D and design enterprises to cooperate with production enterprises, and allow R&D and design enterprises that meet the prescribed conditions to borrow the production capacity of production enterprises to apply for road motor vehicle production enterprises and product access.
This is also the first time that the Ministry of Industry and Information Technology has clarified the compliance of "commissioned production" in the official document, but standing at the stage of industry development at that time, the document mainly stipulates that truck companies can entrust other cars to carry out topsize production on the chassis of their own production, and at the same time allow enterprises with R&D and design product capabilities but no vehicle production qualifications to entrust qualified enterprises to declare products, which is the main beneficiary of a large number of new car-making enterprises. It can be said that this regulation of the Ministry of Industry and Information Technology at that time gave many new enterprises the opportunity to survive.
On the one hand, there are a number of new enterprises in the industry with innovation ability and R & D and design capabilities, but they cannot obtain vehicle production qualifications in the short term, and there are also a number of factories, equipment, and production qualifications, but there is a lack of product research and development and design, resulting in a low capacity utilization rate of the factory, under such conditions, the Ministry of Industry and Information Technology encourages commissioned production to actually reconcile industry contradictions and solve many practical problems at that time.
The act of commissioning production will be strictly managed
In March 2021, the Ministry of Industry and Information Technology issued the "Detailed Rules for the Implementation of the Entrusted Installation and Installation Management of Truck-type Road Motor Vehicle Products (Draft for Comments)"),although the opinion draft is aimed at trucks, it basically clarifies the management ideas of the Ministry of Industry and Information Technology, especially in the field of passenger cars, there are also a large number of enterprises with modified vehicle production qualifications, but also through the procurement of other enterprises' chassis for bodywork production, the future bus enterprises entrusted production management requirements will most likely refer to this document. The Draft Opinion not only makes detailed requirements for the qualifications of entrusting enterprises and entrusted enterprises, but also clarifies the responsible entities for installing cargo compartment products.
The Draft Opinions point out that the entrusted enterprise is the main body responsible for the product quality and production consistency of the vehicle entrusted with the installation of the bodywork. The entrusting enterprise shall take measures to implement quality control and production consistency management for the products entrusted to the installation of the supersize, ensure that the parameters of the vehicle products entrusted to the installation of the supersize are consistent with the parameters of the license, and bear the relevant legal responsibilities for the quality and production consistency of the products entrusted to the installation of the supersize. According to the regulations, when there are serious problems such as safety and quality in the products entrusted to the installation of vehicles, the entrusting enterprise, as the responsible entity, should immediately stop the production of relevant products of the entrusted enterprise, take measures to rectify, and report to the Ministry of Industry and Information Technology in a timely manner.
As of now, the official document has not yet been released, but from the opinion draft, the requirements for commissioned production will inevitably be more stringent.
Judging from the self-inspection notice recently issued by the equipment center, for the entrusted production activities carried out without permission, the enterprise should immediately rectify and stop the commissioned production of related products. Enterprises that fail to report within the time limit, fail to report truthfully, provide false materials, or carry out entrusted production in violation of the law, once discovered, will be reported to the Ministry of Industry and Information Technology for strict and severe handling in accordance with laws and regulations.
In fact, from the documents issued by the Ministry of Industry and Information Technology for the automotive industry in recent years, it can be seen that the overall management idea is to "focus on cultivating a number of outstanding enterprises by optimizing the structure of the automobile industry", under such management ideas, it is inevitable that the entrusted production behavior will be strictly managed.
