On the 15th, the first session of the 17th Municipal People's Congress held the third plenary meeting, electing the chairman, vice chairman and member of the Standing Committee of the Municipal People's Congress, the mayor, the vice mayor, the director of the Municipal Supervision Commission, the president of the Municipal Court, the chief procurator of the procuratorate, and the deputy of the Ninth People's Congress of Zhenjiang City. All members of the presidium of the conference and leaders of the four sets of municipal teams took their seats on the rostrum, and Pan Qun, Zhou Bisong, Wen Yancai, Gao Qinghua, Zhang Zhuangjun, Jia Yunliang, Yao Hua, Zhou Chunfang, Shi Jigang, Huang Pei, Xu Shengbao, Liu Zhipeng, Wang Daoyin, and Zhou Jun sat in the front row of the rostrum. The meeting was presided over by Pan Qun, secretary of the municipal party committee and executive chairman of the presidium of the conference.

The meeting shall consist of 262 delegates and 254 delegates, which shall correspond to the quorum to be convened by the General Assembly.

The meeting adopted the list of election staff; the list of voting staff; the meeting elected Gao Qinghua as chairman of the Standing Committee of the Seventeenth Municipal People's Congress by secret ballot, Yao Hua, Xu Shengbao, Wang Daoyin, and Zhou Jun as deputy directors; Zhou Bisong as mayor of the Municipal People's Government, Zhao Shufeng, Guo Jiang, Wu Mingcheng, Ling Hua, Min Jia, Xu Fei, and Zhang Kai as vice mayors; Cai Jing as director of the Municipal Supervisory Commission, Tang Dongsheng as president of the Municipal Court, and Chen Dongxu as chief procurator of the Municipal Procuratorate. At the same time, the meeting also elected 30 members of the Standing Committee of the 17th Municipal People's Congress and 59 deputies attending the Ninth People's Congress of Zhenjiang City, and voted on 10 practical projects for the people's livelihood of the municipal government in 2022.

After the election, the newly elected directors and deputy directors of the Standing Committee of the Municipal People's Congress, the mayor and vice mayor, the directors of the Municipal Supervision Commission, the president of the Municipal Court, and the chief procurator of the Municipal Procuratorate met with the deputies. The meeting also evaluated the completion of the people's livelihood projects in 2021; passed the list of members of the Legislative Affairs Committee, the Financial and Economic Committee, and the Social Construction Committee of the 17th Municipal People's Congress; and held an oath-taking ceremony to the Constitution.

The fifth meeting of the Bureau was also held during the meeting to hear a report on the results of the elections and votes and to confirm the results of the elections and votes.
