Luo Zengbin, member of the Standing Committee of the Sichuan Provincial Party Committee and secretary of the Mianyang Municipal Party Committee, has been transferred to Hainan as a member of the Standing Committee of the Hainan Provincial Party Committee and secretary of the Haikou Municipal Party Committee.
According to Hainan Daily, the CPC Central Committee recently approved Comrade Luo Zengbin to serve as a member and standing committee member of the Hainan Provincial CPC Committee; the Hainan Provincial CPC Committee recently decided that Comrade Luo Zengbin would be appointed as a member, standing committee member, and secretary of the Haikou Municipal CPC Committee.
The governor of Chang'an Avenue noted he Zhongyou, the former secretary of the Haikou Municipal Party Committee, who was appointed deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee in October 2021.

According to the official resume, Luo Zengbin was born in October 1967, a native of Cangxi, Sichuan, joined the Communist Party of China in June 1993, joined the work in July 1990, graduated from the College of Life Sciences of Sichuan University with a major in botany, on-the-job graduate degree, and a doctorate in science.
From 1986 to 1990, Luo Zengbin studied forestry at the Department of Forestry, Sichuan Agricultural University. After graduation, he successively worked in Sichuan Forestry Newspaper and Sichuan Forestry Department, and served as deputy director of the Policy and Regulation Publicity Department of the Provincial Forestry Department, director of the Science and Technology Division, and in 2003, he was appointed deputy director of the Provincial Forestry Department and a member of the party group.
In 2011, Luo Zengbin went to Guang'an City to work as a member of the Standing Committee of the Municipal Party Committee and executive vice mayor, and in 2013, he was appointed deputy secretary and mayor of Guang'an Municipal Party Committee.
In June 2017, Luo Zengbin was appointed secretary of the Bazhong Municipal Party Committee. In February 2021, he was transferred to the secretary of the Mianyang Municipal Party Committee.
Mianyang is the second largest city in Sichuan Province, with jurisdiction over 5 counties, 3 districts and 1 city, and is in charge of the Sichuan Provincial Government Science City Office, with 13 sub-district offices and 153 townships, an area of 20,200 square kilometers, a population of 5.285 million, and a built-up area of 167.58 square kilometers and a permanent population of 1.4197 million.
In September 2021, Luo Zengbin was appointed as a member of the Standing Committee of the Sichuan Provincial Party Committee until this time.
