The project began to negotiate in 2019, and in May 2020, it was officially signed to settle in, renting a standard factory building of 12,000 square meters in the Liangchuang Center of Weitang Street. The project is mainly to produce 5G photoelectric module products, after all production, the annual output value of about 1 billion yuan, the annual tax will reach about 80 million yuan. It is in line with the industrial positioning of the entire Sino-Singapore Jiashan Modern Industrial Park.

Bu Guoqiang: This is due to the innovation of our investment model. In the whole process of investment promotion, we have used the investment model of "fund + equity + project", in addition to government fund investment, there are also social fund investment participation. This model is also the main way for us to attract projects in the future.
Bu Guoqiang: In what ways do your enterprises need the government to provide services?

Bu Guoqiang: Next, the infrastructure of the Sino-Singapore Jiashan Modern Industrial Park will be gradually improved. During this time, the construction framework of roads and other related infrastructure has been opened, and the South Star Road, which runs north-south as the main road, is under construction.
Reconstruction of Nanxing Road
Moderator Yuan Wei: Secretary Bu, this road is the Nanxing Road you just said?
Bu Guoqiang: Yes, Nanxing Road is actually a north-south main road in the park that was constructed earlier, with a length of 2.3 kilometers. Among them, 1.3 kilometers near the Pingli Highway have been completed. The greening and isolation belt along the road have been completed, and the two-way four-lane has been completed. The north side of this section, the western half of the painting has been completed, and greenery will be planted after the new year. The eastern half is still under construction and is expected to be fully opened to traffic by the end of May this year. After the completion of Nanxing Road, it is the main road connecting the Sino-Singapore Jiashan Modern Industrial Park and the main urban area, and it is also the main passage from the main town area of Yaozhuang to the main urban area of the county.
Moderator Yuan Wei: Secretary Bu, how is the Sino-Singapore Jiashan Modern Industrial Park planned in terms of transportation infrastructure?
Bu Guoqiang: With the landing of land spatial planning, the "seven horizontal and four vertical" road framework has been opened, Nanxing Road is relatively early, and there are still several roads to start, such as Weiyu Line, Jinjia Avenue, etc. At present, there are 4 roads that have been started. Among them, Zhongxin Avenue, Jiaze Road and Jiawei Road are scheduled to open to traffic at the end of September 2022. With the formation of the entire "seven horizontal and four vertical" road framework, the infrastructure of the entire Sino-Singapore Jiashan Modern Industrial Park will be comprehensively improved, and the overall function of the park will be further improved, laying a solid foundation for the next step of attracting high-quality projects. Therefore, we are eager to do some projects as soon as possible and open them to traffic as soon as possible.
Sino-Singapore Jiashan Modern Industrial Park
Moderator Yuan Wei: Secretary Bu, I just visited an industrial project with you, and also visited the construction site of a transportation infrastructure project. So, why should we take these two stations as the focus of the research content?
Bu Guoqiang: The 15th Party Congress of Jiashan County proposed to build a modern industrial system cluster and create a high-energy industrial platform. These two "buildings" are inseparable from the attraction of leading enterprises, especially the infrastructure construction of platforms. In this regard, Weitang Street and The Sino-Singapore Jiashan Modern Industrial Park should support each other with projects, industries and platforms, complement each other, grasp the recruitment of large and strong industrial clusters on the one hand, and grasp the cage for birds on the other hand, especially to accelerate the infrastructure construction of the industrial platform and enhance the energy level of the industrial platform. In the past three years, we have introduced nearly 40 enterprises with a total investment of nearly 30 billion yuan, gathering a number of leading enterprises in industries such as Guangcai Xinchen, Bosheng, Hengwei and Sifang Optoelectronics. At the same time, we signed contracts with science and technology innovation platforms such as the Zhongguancun High Enterprise Association, the National Sensor Innovation Center in Shanghai, and the Shanghai Institute of Microelectronics of the Chinese Academy of Sciences, which enhanced our science and technology innovation capabilities.
In terms of infrastructure construction, the "1+ 16" professional planning has been submitted for approval and can be landed. After the landing of a new round of land spatial planning, the overall infrastructure construction of the park will be fully promoted. In recent years, we have also spent a lot of effort on the retreat of enterprises. At present, the signing rate of the land plot of the Sino-Singapore Jiashan Modern Industrial Park platform has reached 96%, 161 enterprises have completed the vacation, and 95 enterprises on the 1750 mu of land have all been demolished, laying a solid foundation for the landing of the next project.
Visiting an enterprise and a construction site is to convey the concept that Weitang Street and the Sino-Singapore Jiashan Modern Industrial Park should do a lot of industry, big dry investment, and build a platform, and make every effort to promote the agglomeration of industries and the improvement of the platform. Stick to the key word "whole". On the one hand is the organic renewal of the city. Weitang Street has 71 open communities, and the infrastructure is relatively backward. Through rectification and upgrading, combined with the creation of a series, the service functions of the old city style and the community are upgraded, and efforts are made to "make up" this piece. On the other hand, it is the comprehensive improvement of the whole territory, which is also our lifeline, with a remediation area of nearly 10,000 mu and a reclamation of 660 mu, at the same time, the construction of standard farmland of 610 mu has achieved certain results. While doing a lot of basic work, we must also do a good job in the construction of industrial platforms, especially the attraction of major industrial projects. In recent years, through a series of efforts, we have achieved great results in attracting investment and investment. In 2021 alone, 23 projects were signed with a total investment of 24 billion yuan. The last key word is "Ann". The safety and stability of the whole society is extremely important, and we pay special attention to this aspect in the promotion of our work. Since the second half of 2021, we have solidly promoted the "Thunder Action" of safety production investigation and rectification, accumulatively investigated more than 1,000 enterprises, rectified 1,049 specific problems, and laid a solid foundation for safe production. In addition, in the face of the epidemic, we have deepened the working mechanism of "source inspection and control + hard-core isolation + precision intelligent control", strictly implemented various work measures of "external prevention of import and internal prevention of rebound", and at the same time, orderly promoted the vaccination of the elderly. Currently, our vaccination completion is close to 80%.
Moderator Yuan Wei: We know that Weitang Street not only has a long history and a large regional span, but also has a large population base and total economic volume. I would like to ask, in your mind, what is the blueprint for the development of Weitang Street?
Bu Guoqiang: The development pattern of Jiashan County is "one city, one valley and three districts", "one city" is the main urban area, and the Linhu industrial platform and agricultural plate in the "three districts" are very important to Weitang Street, especially the Sino-Singapore Jiashan Modern Industrial Park will be built as the top priority of the Linhu industrial plate. Combined with the reality of Weitang Street, we want to focus on the construction of four plates under the framework of "one city, one valley and three districts" in the county:
The first sector is to focus on building an industrial development platform in the east. This is our industry-city integration platform in cooperation with Suzhou Industrial Park, covering an area of 16.5 square kilometers, and will focus on creating sensors and upstream and downstream industrial agglomerations.
The second plate is the high-quality Jiashan Future New City in the north. The project is planned and designed by the academician team, and has now preliminarily completed the urban design, and will form a high-end modern service industry cluster in the future to achieve the gorgeous butterfly transformation of the northern new city.
The third plate is the northwestern part of Weitang Subdistrict. Mainly Changxiu Village, Sanliqiao Village, Liangqiao Village and Nanbei Summer Village, we have established an agricultural economic development zone there, which is also the core area of Jiashan Modern Agricultural Industrial Park. Now, about half of the farmers here have moved to the city through the agglomeration of farmhouses, making room for the next step of development.
The last plate is the old town. On the one hand, it is necessary to use the intercity railway and the Shanghai-Hangzhou railway to promote the development of blocks, and continue to promote the transformation of shantytowns in urban villages. We plan to work hard for 3 to 5 years to basically eliminate shantytowns in Weitang Street, or completely renovate the existing old communities. On the other hand, it is necessary to carry out protective development of some functional blocks of the old city, such as the East Gate, the West Gate and the Meihuafang City Living Room, so that the history of Jiashan can be left behind. Through this series of renovation works, the overall vitality of the old town is revitalized.

The second is to concentrate on relocation. At present, there are still some peasant households and a small number of enterprises in the whole park, and we must do a good job in corresponding work, pay close attention to the construction of resettlement housing, and accelerate the completion of requisition and relocation under the premise of fully protecting the interests of the masses and respecting the wishes of the masses.
The third is to concentrate on improving the quality of the old city, including the construction of plum blossom mills, east gates and west gate blocks. In 2022, Weitang Street will implement the shantytown reform of 1,000 to 1,200 households, and further improve the infrastructure of all old residential areas.
The fourth is to concentrate on the construction of the new city in the north. A series of public supporting facilities should be built to lay a solid foundation for the construction of the new city in the north.
Fifth, concentrate on doing a good job in common prosperity.
