In order to implement the relevant requirements of the Office of the National Leading Group for the Identification and Management of High-tech Enterprises, and further strengthen the on-site verification of the overall relocation of high-tech enterprises across accreditation institutions (hereinafter referred to as "relocation"), the relevant matters are hereby notified as follows:

1. The science and technology departments of all localities should earnestly perform the main responsibility, conduct on-site verification of enterprises relocated into our province by other provinces, municipalities directly under the Central Government, and cities separately listed in the plan, focus on verifying the office and business premises, enterprise personnel, research and development institutions construction and actual operation after the enterprises move into our province, write the on-site verification report of the relocation in the region, summarize and fill in the "Summary Table of Opinions on the On-site Verification of Enterprises relocated from other places" (Annex 1), signed by the person in charge of the unit and stamped with the official seal, together with the "" Other materials stipulated in the Notice on Further Improving the Filing and Management of the Overall Migration of High-tech Enterprises Across Accreditation Institutions (Su GaoQi Co-organizer [2021] No. 7) are submitted to the Office of the Provincial Coordination Group for the Recognition and Management of High-tech Enterprises. For enterprises that have submitted application materials for relocation and have not yet been included in the announcement list, the local science and technology department shall submit the on-site verification report of relocation and the "Summary Table of On-site Verification Opinions of Relocated Enterprises" in accordance with the above requirements, and will not handle it until the materials are supplemented according to the requirements.

2. The science and technology departments of all localities should strictly follow the requirements of this notice to do a good job in the on-site verification of relocated enterprises, strengthen the sense of responsibility, do a good job of auditing, and put an end to the verification of formalities and formalities. Enterprises that do not fall under the overall migration situation stipulated in the Guidelines for the Identification and Management of High-tech Enterprises shall not be recommended for reporting.

3. When handling the relocation business, the science and technology departments of all localities should conscientiously implement the spirit of the eight provisions of the central government, in accordance with the Opinions of the Party Group of the Provincial Science and Technology Department on Further Strengthening the Comprehensive and Strict Management of the Party Management System in the Province (Su Ke Party Group [2018] No. 16), the Notice of the Provincial Science and Technology Department on Forwarding the Ministry of Science and Technology 'Provisions on the Handling of Requests for Entrustment in the Evaluation of Scientific and Technological Activities (Trial Implementation)' (Su Ke JianFa [2021] No. 44) and the "Notice of the Provincial Science and Technology Department on Forwarding the Provisions on the Handling of Requests for Trusteeship in the Evaluation of Scientific and Technological Activities (Trial)" (Su Ke Jian Fa [2021] No. 44) and "The Notice of the Provincial Science and Technology Department" The Notice of the Provincial Science and Technology Department on Further Solemnizing Work Discipline and Strictly Doing a Good Job in the Identification and Management of High-tech Enterprises (Su Ke Gao Fa [2020] No. 203) requires strict implementation of the relevant provisions of the "Six Commitments" and "Eight Strict Prohibitions" of the province's science and technology management system, the construction of party style and clean government and the relocation work together with deployment, implementation, and assessment, effectively strengthen the prevention and control of integrity risks in key links and key posts, resolutely put an end to the occurrence of "paid service", and strictly prohibit the entrustment or designation of any unit. Departments and individuals handle relocation business for enterprises.

4. For enterprises that have been relocated from other places, the science and technology departments in various localities should strengthen daily supervision and management, and those that do not meet the relevant provisions of the "Measures for the Administration of the Identification of High-tech Enterprises" and the "Guidelines for the Identification and Management of High-tech Enterprises" should promptly request the cancellation of their high-tech enterprise qualifications in conjunction with the financial and taxation departments at the same level. The Office of the Provincial Coordination Group for the Identification and Management of High-tech Enterprises will carry out special inspections for enterprises relocated from other places in a timely manner.
