Combined with the interference caused by illegal parking on the normal operation of traffic and the impact on traffic safety, the Kunming traffic police, in accordance with the principle of "categorical management and hierarchical punishment", formulated and issued the "Implementation Plan on Standardizing Law Enforcement Behavior and Improving the Social Effect of Law Enforcement" on March 1, 2021, to further standardize the management and rectification of illegal parking. In terms of management, classified management is carried out according to the nature of the road where the illegal acts occur. For the key management roads in the main urban area, especially for the illegal parking behavior on the main road of the city, relying on the road duty police force and scientific and technological control equipment to carry out all-weather "zero tolerance" investigation and handling; for illegal parking on the sub-road, resolutely implement the "six measures" of the Ministry of Public Security to improve law enforcement, implement the "first violation without punishment", and combine the "Chuangwen" re-inspection work to continue to increase the cleaning up and rectification of illegal parking in back streets and alleys; For old residential areas, schools, hospitals, public toilets and other sections involving people's livelihood services, innovative measures such as "limited time parking" and "reservation parking" are implemented to alleviate the problem of "parking difficulties" for citizens.
In terms of punishment, the Kunming traffic police carry out progressive management of the degree of road traffic impact according to illegal acts. For illegal parking on main roads and key areas of the city, strictly follow the fine of 150 yuan and 3 points for punishment; for those who illegally stop on some branch roads, a penalty of 50 yuan and no points; for temporary parking in back streets and back alleys that have little impact on traffic, education warnings and persuasion to leave.
