Reuters said that when former US President Trump was in office, the US Commerce Department had expressed concern about Alibaba's cloud business, and after Biden took office, a small "intelligence security office" of the department launched a formal review of Alibaba Cloud. The office has broad powers to prohibit or restrict U.S. companies' dealings with Internet, telecommunications, and technology companies in "foreign counterpart countries." The report quoted "3 people familiar with the matter" as saying that the focus of the investigation was on how Alibaba Cloud stored data from U.S. customers, including personal information and intellectual property, and "whether it is possible for the Chinese government to obtain these data." One of the sources said the U.S. government is concerned about "whether the Chinese government can prevent U.S. users from accessing the data they store in the cloud." U.S. regulators may ultimately choose to force Alibaba to take steps to reduce the risks posed by cloud operations or to ban Americans from using the service.

The report also said that according to the research institute Gu Neng, Alibaba's cloud business in the United States is small, with an estimated annual revenue of less than $50 million, but if U.S. regulators finally decide to block transactions between U.S. companies and Alibaba Cloud, it will damage one of Alibaba's most promising businesses and deal a blow to the company's reputation.
