Reuters said that when former US President Trump was in office, the US Commerce Department had expressed concern about Alibaba's cloud business, and after Biden took office, a small "intelligence security office" of the department launched a formal review of Alibaba Cloud. The office has broad powers to prohibit or restrict U.S. companies' dealings with Internet, telecommunications, and technology companies in "foreign counterpart countries." The report quoted "3 people familiar with the matter" as saying that the focus of the investigation was on how Alibaba Cloud stored data from U.S. customers, including personal information and intellectual property, and "whether it is possible for the Chinese government to obtain these data."
