My name is Zhao Yajun, and I am currently the assistant procurator of the First Procuratorial Department of the Qinglong Manchu Autonomous County People's Procuratorate. In the ninth year of procuratorial work, I changed from an ignorant student who "nibbled on a book" with a textbook to a prosecutor who "nibbled on a case" with a file. I accompanied the Case Management Office from scratch, witnessed institutional reform, and bid farewell to the Public Prosecution Division to usher in the First Prosecutorial Department. In the past nine years, I have encountered many challenges and changes, and I have also met myself who has overcome difficulties again and again and moved forward.

In 2013, I was about to graduate and walk out of the campus, facing the choice of career, the law major made me instinctively close to the legal profession, the investigators who fought with corrupt officials in film and television works to collect evidence, and the prosecutors who generously stated their complaints in court to accuse me of crimes, which made me curious and fascinated by the procuratorate. However, ideals and reality are always different, and life is full of challenges and surprises because of these differences. In my first year at the Public Prosecutor's Office, I was placed as a statistician in the newly established Case Management Office. Since the case management office has just been established, many of the work has not yet been fully carried out, and each new work has made me feel like opening the door to a new world. For the first time, I learned that there was still so much division of labor within the procuratorate, and the original cases could be recorded on one case card after another, and the original procuratorial business development could be reflected in one report after another. I was busy and confused during this period. If I used to peek into a certain case-handling node through the sporadic provisions of the Criminal Procedure Law, then from the perspective of case management, I have become a daily work routine through the acceptance of the case for preliminary trial, process monitoring, document use, case review, and judgment reception.

Just adapted to the daily work of case management, I encountered new challenges, and the unified business application system of the procuratorial organs was launched. There are not enough personnel in the hospital, and as a statistician, I also have to stand up as half a technician, work overtime with colleagues in the technical section to enter personnel information, configure the job authority one by one, and then set up different job roles for each person according to the actual situation in the hospital, and build the organizational structure of the whole hospital's case-handling system from scratch. The operation of the case-handling system visually displays the process nodes, application of documents, handling time limits, etc. to the case-handling personnel, which greatly improves the efficiency of case handling. However, this raises a new question. In the past, the case card that was summarized and filled in by the internal service was changed directly by the undertaker to fill in and generate in the process of handling the case, and then the statistical software grabbed the data, and once there were items filled in and missed in the case handling system, the corresponding data could not be generated. In order to supervise all departments to do a good job in filling in case cards, I carefully sorted out the guideline manual for the use of the case handling system, extracted the corresponding key projects for case card filling for different departments, and held training meetings to train and answer questions for case card filling. In order to ensure the correct circulation of case proposals, I have contacted the operation and maintenance department many times, and the case-handling personnel have continuously tried to explore and realize the cross-departmental, cross-county, and cross-level transfer and acceptance of multiple types of cases, and summarize the operation steps. This work was also approved by the higher-level case management department, and the case circulation operation steps I wrote were published on the municipal court intranet.

Just as I adapted to the rhythm of the case management work and gradually got on the right track, new challenges beckoned to me again. Due to the adjustment of the staff in the hospital, I came to the Public Prosecution Division and was appointed as an assistant inspector, and the trajectory of my work changed. As I began to take on cases independently, the appearance of the prosecutor I had imagined gradually became clearer. Since I was engaged in case management work before, I was exposed to a lot of process monitoring, case card filling, etc., and I am no stranger to case handling. However, when I solemnly wrote down my opinion in the opinion column of the case undertaker for the first time, signed my name at the end of the indictment for the first time, and said in court for the first time that I attended the court as a national prosecutor to support the prosecution, I still could not hide the surging in my heart, and the feeling of fullness in my heart seemed to see the light of the dream finally shine into reality. When I opened the case file, I had the uneasiness of performing my duties independently, the excitement of meeting the challenge, and the simple sense of justice of a legal person guided me to explore the life fragments of the parties through the case file.

The first time I faced more than five hundred victims, I felt not fear but strength. If you want to ask me the most heart-wrenching case I have handled, it must be Du Moumou and others illegally absorbing public deposits and raising funds for fraud. When the thirty case files were stacked on my desk, I did not have time to feel the collapse, and I had subconsciously opened the case files to check the victim's information. On the one hand, the criminal Du Moumou took the high amount of interest rebate as bait, signed an investment return agreement, illegally absorbed huge amounts of funds from unspecified targets, on the other hand, took advantage of the convenience of his former assistant depositor, falsely claimed that he was still a bank assistant depositor, and illegally raised funds by fraudulent means by issuing certificates of deposit or collection vouchers. The absorbed funds amounted to more than 20 million yuan, which were used by Du Moumou for investment and personal squandering. Considering that the victims are of a high age, it is difficult to guarantee the effect of the service of the announcement, and most of the victims are villagers in the same village and nearby villages, and the addresses are highly concentrated, which is very likely to cause the problem of group petitioning, I decided to send the notice of rights and obligations to each victim's home by registered letter. When we show the case-handling procedures to the victims, let them understand the steps of case handling, and fully express their personal demands, some hidden dangers of petitioning can be resolved at the source. Five hundred and ninety-three victims, I reviewed the case file and checked their addresses one by one, whether they invested or were defrauded, what documents were signed, how much money was lost, and the panic in the early days of the case was gradually replaced by the urgency of the crime. During the review process, I found that there were still some victims' passbooks and deposits in the criminals' homes, and with the mood of recovering losses for the victims as much as possible, I repeatedly checked with the investigators for the seized items and depositor information, and locked this part of the deposit passbook that had not yet been transferred. The Political and Legal Committee of the county party committee also attached great importance to the handling of the case, held several scheduling meetings, coordinated the case-handling unit to report on the progress of the case, and organized many groups of villager representatives to participate in the meeting to express their demands and raise questions. At the meeting, on the one hand, we answered questions to the villagers' representatives, on the other hand, we objectively introduced the whereabouts of the money involved in the case, and carried out the work of soothing the villagers' emotions. Thirty thick case files, it was really troublesome to carry back and forth, so I simply carried a stool and sat directly next to the rolling cabinet to read the files. Through reviewing the case file, I divided the time nodes of Du X's illegal possession and intentional generation, and at the same time, combined with the documents he signed with the victims, distinguished between the different stages of the crime of illegally absorbing public deposits and the crime of fund-raising fraud, carefully checked the amount of funds, and separately determined the crimes involved in the crimes involving co-defendants involved in the crime at different stages. At the scene of the trial, the villagers' representatives sat next to me as victims and agents ad litem, watching me interrogate, cross-examine, and debate. The rustic villagers even expressed their dissatisfaction with the defender between trials and expressed their support for me. After the case was concluded, all five convicts were convicted, five hundred and ninety-three victims, and none of the petitions occurred. Whenever I think of these five hundred and ninety-three victims, what comes to mind is not the pressure of public opinion, but the sincere face of the courtroom that gives me support and strength.

I didn't feel wronged when I received the letter of complaint, but I shed tears when I received the letter of apology. This is a case of intentional injury that I undertook, the criminal suspects at that time were Du xxx and Zhao xx, the victim was emotionally fierce, and repeatedly called to express dissatisfaction and asked for severe punishment of the murderer. However, through reading the file, I found that the existing evidence could not determine that Du xxx had committed a criminal act, and in the absence of new evidence, I agreed that the investigation organ withdrew Du xxx, and prosecuted Zhao xxx. This caused serious dissatisfaction among the victims, and I knew that what I insisted on did not meet what the victims were pursuing, so I was not surprised when I received the letter of complaint. After that, I explained the law to the victim many times, telling him that in handling the case, he should speak with objective evidence, release on guarantee pending trial does not mean innocence, withdrawal does not mean terminating the investigation, and forcibly suing Du to the court without evidence will enable Du to get a verdict of innocence, and this is certainly not the result he is willing to see. The legal network was restored without omission, and through the continuous efforts of the investigation organs, the key evidence of the case was finally obtained, and Du Moumou finally received a guilty verdict after a gap of two years. When Du Moumou was transferred to the procuratorate again, the victim sent a letter of apology, I held it in my hand, I felt a hundred times heavier than the letter of accusation, and all kinds of tastes rushed into my heart, and the tears shed at that moment were not for the past grievances, but for the realization and recognition of the justice I pursued.

Since I became an assistant prosecutor, I have independently undertaken 110 cases, without a single flaw. Through these one hundred and ten cases, I have seen a different life, for some of them, I have been filled with righteous indignation, sighed and sentimental, mourned their misfortunes, and have been angry, and they have also witnessed my step-by-step growth, accompanying me to walk more and more steadily on the road of pursuing justice and firmly performing my duties.

When I thought that time would slip away in such a day-to-day, case-to-case life, the trajectory of my work changed again. After the reform of the post system, I went back from a case handler to a support staff, and by assisting experienced prosecutors in handling cases, I was able to borrow a deeper eye to examine the case file, which also gave me the opportunity to rethink the precipitation. In the process of assisting procurators in handling the "7.18" triad-related loan project, I intuitively and profoundly saw that the procurators' overall grasp and detailed review of major and important cases, the investigation guidance and comprehensive control of the evidence of the case, from the locking of criminal suspects to the attack on key witnesses, all of them reflect the professional quality and case-handling courage of an excellent procurator. Such an experience has also given me more thinking, and made me have more understanding and understanding of cases, justice, and values.

The years are hurried, nine years of cold and summer, time has changed my appearance, but it has not changed my original intention from the inspection. No matter how many changes or challenges there are in the future, I am still me, even if Xiongguan Mandao is really like iron, I still insist on taking a step from the beginning.
