Shen Zhanli, spokesman of the Ministry of Emergency Management and director of the Department of Press and Publicity, said at the meeting that the overall situation of national safety production in 2021 showed the characteristics of "two declines, one basically flat, and one zero occurrence", that is, the total number of accidents continued to decline, and the number of large accidents fell year-on-year; major accidents were basically flat; no particularly serious accidents occurred.

From the perspective of major accidents, there were 16 major accidents with more than 10 deaths, the number of cases was the same year-on-year, and there was also 1 major accident with direct economic losses of more than 50 million yuan. These accidents were distributed in 13 provinces (regions) such as Shandong, Jiangsu, Anhui, Hebei, Shanxi, Jilin, Heilongjiang, Henan, Hubei, Guangdong, Gansu and Qinghai, involving road transport, coal mines, metal non-metallic mines, construction, water transport, fire and gas and other industries.

From the perspective of larger accidents, the number of accidents and deaths in some localities and industries has "doubled up": liaoning, Zhejiang, Fujian, Shandong, Yunnan and other 5 provinces have more than 20 large accidents and "double increase" year-on-year; larger accidents in industry and trade, water transportation, fishing vessels, fireworks and other industries have "doubled up" year-on-year.

Judging from the statistics of accidents in key industries and fields, it mainly shows that major accidents in road transport have rebounded, trucks and agricultural vehicles have repeatedly occurred in violation of the law, and major accidents and major accidents involving risks in passenger cars have occurred frequently; the safety risks of the construction industry remain high, the safety risks of illegal housing renovation and expansion have intensified, the construction safety problems of major projects such as tunnels have been prominent, the accidents of self-built houses in rural areas have occurred repeatedly, and the gas accidents have a large impact.

In addition, the chemical industry and dangerous goods field is generally stable, but the problem of illegal storage of chemicals is prominent, illegal "small chemicals" are repeatedly prohibited, inspection and maintenance and fire operation accidents are frequent; mine safety production pressure is large, non-production mine accidents are frequent, illegal illegal mining resurgence; industrial and trade and personnel-intensive places fires are frequent, and new risks such as energy storage power stations are increased.

At present, gas safety accidents have entered the stage of multiple and frequent occurrences

Gas safety is related to thousands of households and people's livelihood.

Su Jie, director of the Department of Safety Coordination of the Ministry of Emergency Management, said at the meeting that in recent years, with the rapid development of the mainland's urbanization process, the scale of urban gas use in the country has grown rapidly, and the current national gas population has exceeded 667 million people, and the national urban gas use penetration rate has reached 97.87%.

While gas use brings convenience, safety risks are becoming increasingly prominent. On June 13, 2021, a major gas explosion accident occurred in the Yanhu Community Bazaar in Shiyan, Hubei Province, causing 26 deaths and 138 injuries, of which 37 were seriously injured, with direct economic losses of about 53.9541 million yuan, becoming one of the top ten typical cases of safety production accidents in China in 2021. In addition, Dalian and Shenyang also had major gas accidents last year.

Su Jie said that the causes of the three gas accidents involved gas pipeline leakage, perennial corrosion leading to explosions; construction by third parties; improper use.

Su Jie said that the problems reflected in these accidents are mainly concentrated in two major aspects. First, at present, gas safety accidents have entered the stage of frequent occurrence and frequency. Because Continental Gas has entered a period of large-scale use, and most of the pipelines used are built 20 years ago, the pipelines are aging and old, and the scale of new pipeline construction is constantly expanding. This is one of the biggest challenges we face.

According to preliminary statistics, there are now nearly 100,000 kilometers of pipelines in the country that have different degrees of aging, coupled with low standards during construction, daily maintenance, maintenance, and update are not timely, and now the risk challenges in this regard are very large.

Second, the survey exposed that some regions, departments and enterprises and institutions still have a big gap in the implementation of the main responsibility for gas safety. After the gas business licenses in some places have been delegated to the grass-roots level, the corresponding regulatory forces and regulatory law enforcement capabilities have not been able to adapt to them, and law enforcement is "loose and soft", and it is not strict and cannot be implemented to varying degrees in various places.

To this end, the Ministry of Emergency Management, together with the Ministry of Housing and Urban-Rural Development and other departments, has studied and formulated the "National Urban Gas Safety Investigation and Rectification Work Plan", which has been issued in the name of the State Council Safety Committee. The State Council Safety Committee held a special mobilization meeting to rectify the major risks and safety hazards in six aspects.

Specifically, it includes rectifying major safety risks and hidden dangers in the gas business links, rectifying major risks and hidden dangers focusing on public places such as catering, rectifying the safety risks and major hidden dangers existing in some old communities, investigating major safety hazards in the construction of gas projects, rectifying the safety hazards in gas pipeline facilities, and rectifying the hidden dangers of gas stoves.

Illegal mining in mines has risen strongly

Su Jie pointed out that the current rise of illegal mining in the mining field is very strong.

On December 15, 2021, a criminal case occurred in Duxigou Village, Xixinzhuang Town, Xiaoyi City, Lüliang City, Shanxi Province, resulting in water leakage due to illegal mining of coal resources, resulting in the trapping of 22 people. The Ministry of Emergency Management continued to dispatch and guide the rescue work, and after nearly 45 hours of continuous rescue, 20 people were rescued and 2 people were killed. It has become one of the top ten typical cases of national emergency rescue in 2021.

Su Jie introduced that after the accident of illegal mining of coal resources in Shanxi, the State Mine Safety Supervision Bureau also acted quickly and carried out three aspects of work at the same time.

This includes studying, formulating, and issuing the "Circular on Severely Cracking Down on Illegal Mining of Mineral Resources and Serious Illegal Production and Construction in Mines," dispatching 16 working groups to carry out overt and covert visits to Jincheng, Jinzhong, and Linfen in Shanxi, where accidents occurred, and sending 14 working groups to some key mining areas and enterprises to supervise and enforce the law in different places; organizing various localities to carry out safety rectification of illegally mining coal and other resources, and supervising the implementation of the responsibilities of local governments.

Su Jie said that at present, it is a critical period of peak winter for coal, and the Ministry of Emergency Management and the State Mine Safety Supervision Bureau fully support and do a good job in safety and supply. For example, resolutely support the overall situation of national service supply and supply, and support the release of high-quality production capacity.

The end of the year and the beginning of the year are also the period of high incidence of safety accidents. Su Jie said that at the end of the year, the price of bulk materials rose sharply, the production desire of enterprises was super strong, the uncertainties of the epidemic were superimposed, and the extreme weather was changeable, and the increase in rain, snow and freezing weather brought challenges to the upcoming Spring Festival and production, and the pressure to prevent risks was very severe.

Su Jie pointed out that both the Ministry of Emergency Management and the Office of the Safety Committee have studied and analyzed the current situation in a timely manner, and made plans, arrangements and deployments in advance.

For example, focus on mines, focus on fireworks and hazardous chemicals, and take targeted measures to prevent and prevent accidents.

Focus on mines, focus on the recent price increases, such as coal mines, iron ore, gold mines and other mines and mining areas where the mining industry is relatively concentrated, focus on cracking down on layers of subcontracting, contracting and other illegal acts.

Focus on fireworks. Approaching the Spring Festival, fireworks and firecrackers have entered the peak production season, and all localities should further strengthen the production, operation and transportation of fireworks and firecrackers in the peak season, including the safety supervision of all aspects of fireworks and product quality and the intensity of the work of cracking down on illegal activities.

Focus on hazardous chemicals. At present, in view of the situation that the equipment inspection and maintenance of hazardous chemicals is particularly prone to major risks under the low temperature conditions in winter, the relevant safety management system is strictly implemented, and expert guidance services are concentrated in key areas for the transfer of chemical industry and key counties of hazardous chemicals, so as to promote the risk prevention and control of this period and effectively prevent and curb the occurrence of major accidents.
