On January 19, Jingyan County held the first plenary meeting of the Evaluation Committee and the Work Conference on Petitioning and Maintaining Stability. The meeting focused on the study of the "Sichuan Provincial Regulations on Protecting and Rewarding Seeing Righteous Courage", conveyed the spirit of the national and provincial work conference on seeing righteous courage, and awarded certificates and bonuses to Wu Guomin, Yang Yun, and Thunderstorm who were awarded the honorary title of "Jingyan County Seeing Righteous Courage Citizen" in 2021.

At about 3 p.m. on February 20, 2021, wu Guomin was fishing in the Mid-Autumn River in Jiyi Town, when three teenagers who were rowing in the river accidentally fell into the river. Because the river is 2 to 4 meters deep, the three teenagers cannot swim, and the situation is extremely critical. Wu Guomin quickly ran along the river to where they had fallen. Running to the bank of the boy's falling river, he picked up the bamboo pole on the ground, reached out to the nearest teenager (Li Ruixin, 14 years old) to the shore, told him to grab the bamboo pole, and then pulled him to the shore first. Then, Wu Guomin jumped into the icy water, swam to Chen Kangjie (15 years old), who was struggling in the water, and when he got closer, he grabbed him by the shoulder and dragged him to the shore. Subsequently, despite fatigue, he continued to jump back into the water and swam hard to the third teenager who fell into the water, Xue Yongchao (16 years old), and after several tosses, he finally successfully rescued him. At this time, Wu Guomin was already exhausted and weak, paralyzed on the shore and unable to come ashore. In the end, the three saved children worked together to pull Wu Guomin ashore, and the four finally got out of danger.
At about 6:10 p.m. on April 9, 2021, Zuo Pengcheng (13), a junior high school student in Yancheng, Jingyan County, accidentally fell into the water while passing through the Mangxi River outside Tieshi Street after school, and the situation was very critical. Yun Yang, who was driving by here after work, stopped immediately after hearing the cry for help, opened the car door, and desperately rushed to the scene of the incident. He took off his coat as he ran, then flipped over the riverbank guardrail and jumped into the cold water, struggling to swim towards the sinking and floating Zuo Pengcheng. After some effort, Yang Yun finally pushed it to the shore. However, due to the depth of the river and the steep slope, there was no place to focus under the feet, and several attempts could not push it ashore. Just at this moment, the thunderstorm passing by here after work heard the cry for help and arrived just in time. He first wanted to reach out and pull Zuo Pengcheng up, but he couldn't reach it. After concentrating on his wisdom, he untied the belt around his waist, threw one end into the water, let Zuo Pengcheng grab it, he pulled up, Yang Yun pushed underneath, and worked hard together, and finally successfully saved Zuo Pengcheng from the shore.
