Hangzhou, January 19 (Zhang Yin Tong Xiaoyu) "We must fully consider the actual situation of teachers' working hours and workload. At the two sessions of Zhejiang Province held here, Xu Yanfeng, member of the Standing Committee of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference and full-time deputy chairman of the Zhejiang Provincial Committee of the China Democratic League, called for "double reduction" at the same time, strengthen the protection of teachers' rights and interests, reduce the burden on students, and reduce the burden on teachers.
2021 is the first year of "double reduction", in this context, many CPPCC members have brought proposals related to "double subtraction". How to reduce the burden on teachers? Poor after-school hosting? This was a hot topic at the conference.
Xu Yanfeng pays attention to the new problems faced by after-school custody under the "double subtraction". The intensity of the teacher's work has increased sharply, and she has highlighted it.
According to Xu Yanfeng's research, in addition to completing the design and implementation of their own professional classrooms, current primary school teachers also need to shoulder the curriculum design and implementation of the "X" part of the "1 + X" after-school service, and junior high school teachers must manage students to carry out evening self-study.
"Teachers spend as much as 11-13 hours a day in school, and some areas will also carry out cold and summer care, and teachers can be said to be physically and mentally exhausted." In view of this situation, Xu Yanfeng suggested that the remuneration standards for teachers' after-school service work should be clarified and appropriately raised as soon as possible, the relevant incentive system for teachers should be improved, and the protection of teachers' rights and interests should be strengthened.

She believes that schools can care for teachers according to their own actual conditions, starting from family, physical and mental health, and adopt a "flexible commuting" system, which can convert after-school service time into time transfer, or provide "sporadic leave" and "family leave".
In addition, the education sector should avoid "one-size-fits-all" in educational reform, and try not to assign or less to schools non-education-related assessment tasks, so that teachers can devote themselves to teaching.
In addition to the increase in the burden on teachers, Xu Yanfeng also mentioned that since the landing of the "double reduction", after-school hosting has also faced the problem of poor performance of hosting services. Especially in the context of the continuous tightening of the teacher staffing, the shortage of teachers has become prominent in many schools.
She suggested that in view of students' interests and hobbies, schools can appropriately introduce off-campus non-disciplinary training institutions. Museums, art galleries, science and technology museums, libraries, various educational bases and other off-campus resources can be encouraged to carry out activities such as scientific experiments, art sketching classes, good book sharing, and ideological and political education to enrich the content of after-school hosting; encourage urban study rooms, community libraries, and reading rooms to provide after-school, winter and summer care services, so that children in the jurisdiction can be hosted nearby.
"Teachers should reduce their burden in the same direction as reducing the burden on students. We need to reduce or avoid placing too much emphasis on teachers. Xu Yanfeng said.
Zhu Maodan, a member of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, suggested that the mobility mechanism of teachers and principals could be further explored, and retired teachers, social volunteers and teachers from non-disciplinary off-campus training institutions could be introduced to alleviate the problem of insufficient personnel.
After the "double reduction", although the pressure on students was reduced, Xu Jiancheng, a member of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, proposed that the learning time of students has not been significantly reduced, and outdoor activities are still insufficient.
Xu Jiancheng suggested that after the "double reduction", we must first help parents release from the concept of anxious parenting. With the parent school as the carrier, various forms of adolescent health care courses and family education courses are set up in schools and communities to cultivate parents' awareness of sports and the concept of "health first".
In addition, it is also necessary to strengthen the teaching force and support outstanding retired athletes and sports school coaches to teach on campus. At the same time, it is recommended that the education department and the sports department fully integrate the competition resources, promote the sports events into the campus, the community, and the club, and promote the regular exercise of young people with the popularization of the event.
