After investigation, Chuzhou City, from the municipal real estate transaction department, to the real estate registration center and the transaction management section, has been derelict in its duties and responsibilities. According to the relevant system introduced by Chuzhou City in 2011, the fund custody window must be set up separately, one person receives the document, one person reviews, one person handles the voucher, and supervises each other, but the real estate registration center has never been implemented according to the system, from the main leader to the section chief, and no one even knows that there is this system.
The function of the fund custodian institution is to provide an intermediate third-party fund custody platform for the buyer and seller of the second-hand house to ensure the safety of the transaction; the buyer will hand over the house payment to the fund custodian institution, enter the capital pool, complete the transaction procedures after review, and then lend money from the capital pool to the seller's account. Receiving, reviewing, and handling vouchers are all one-stop operations by Zhang Yujie, giving him the opportunity to take advantage of it, and his corruption methods are actually extremely simple.
The discipline inspectors said that Zhang Yujie's entire embezzlement method was to open false certificates, and this money actually did not hit the pool of the stipulated second-hand house, but hit his account.
Because the annual transaction volume of second-hand housing in Chuzhou City is not small, there are in and out of the capital pool all year round, and Zhang Yujie embezzles a part of it, and the gap is not so easy to appear. But in fact, as long as the incoming and outgoing accounts are carefully compared, it is not difficult to find problems. In November 2020, Zhang Yujie was sentenced to life imprisonment.
