In recent years, with the explosive growth of civilian drones, "low, slow and small" aircraft such as drones have a certain impact on the safety of low-altitude airspace in cities. At the two sessions of Hunan Province this year, Zhang Yifan, deputy to the Provincial People's Congress and chairman of the Jackie Chan Chengzhang Experimental School in Hengyang City, put forward suggestions on the implementation of the control of "low, slow and small" aircraft such as unmanned aerial vehicles.

At present, the mainland civil UAV technology has developed rapidly, but the real-name registration system for civil UAV pilots belongs to the traditional paper registration, which cannot be updated in real time for pilots, and it is difficult to control and control in place in time. Moreover, there is no law and regulation at the national level specifically for the control of civil drones and related industry management, and there is a lack of effective legal means in management.

Because civil unmanned aerial vehicles from research and development, production, sales, use, to after-sales service, involving industrial information, market management, civil aviation, military aviation, radio control commission, public security and other departments, the relevant provisions and responsibilities for the management of civil unmanned aerial vehicles are vague, can not form a truly effective control.

To this end, Zhang Yifan suggested that the provincial party committee and provincial government officially introduce the "Hunan Provincial Civil UAV Management Measures", and each city can issue "Civil UAV Management Rules" according to the actual situation. At the same time, drawing on the UAV control model of Shenzhen and Hainan, led by the public security organs, the "UAV comprehensive (police/civilian) management platform" in the region is established, which is connected with the Civil Aviation Administration to control the flight of UAVs in the region, approve the UAV flight plan in the region, and delineate the no-fly zones and flight restriction zones in the region.
