Institutional system innovation, consolidate the old cadres adhere to the original ideological foundation

In order to fully gather the positive energy of old comrades, the bureau has set up a number of long-term and short-term volunteer service teams. For example, the establishment of a volunteer supervision team for the people's livelihood work of veteran cadres in Fuzhou City, led by the old leaders at the municipal level, went deep into the front line to carry out supervision and inspection around the work closely related to the lives of citizens; established a cultural volunteer service team for retired cadres to tell local characteristic stories in the characteristic historical and cultural blocks of 12 counties (cities, districts) in Fuzhou City. At the same time, according to the work of the party committee and the government center for a period of time, a short-term volunteer service team is formed, such as a garbage classification volunteer service team. In the "parlor" of Fuzhou Sanfang Seven Alleys, 10 volunteer service stations for veteran party members were set up to volunteer to explain to tourists on the 10th of every month. The service mechanism is innovated to enhance the sense of gain and happiness of old cadres
The bureau has always been full of enthusiasm to do practical and good things for the old cadres, established a mechanism of "dynamically collecting the new needs of the old cadres, and timely studying and launching measures to meet the new needs", condensing the strength and resources of all parties, and continuously improving the sense of gain and happiness of the old cadres. Since 2018, the bureau has comprehensively carried out the work of retired cadres who have purchased services by the government, and at the same time established a satisfaction evaluation mechanism for old cadres and a joint meeting system of the three joint meetings of the municipal party committee old cadre bureau, the competent unit and the service agency, regularly understand the needs and expectations of the old cadres, study and solve the practical difficulties of the old cadres, and improve the "visibility of the effect" of the government's purchase of services. Comprehensively establish an accurate service database for retired cadres, and implement dynamic management of "one person, one policy". Establish and improve mechanisms for supporting retired cadres in special hardship and support mechanisms for retired cadres who have no work left in difficulty. In view of the fact that most of the retired cadres are parents of only children, the problem of old-age care is becoming increasingly prominent, relying on the city's elderly resources at all levels and the party building work room of retired cadres in the community, the party branch of retired cadres, etc., a "embedded" pension model such as silver-haired canteens, day care centers for the elderly, and community collective care workers has been established.
The construction of facilities is innovative to meet the growing new needs of old cadres
The bureau uses government investment, mobilizes multiple forces to hold branches, relies on the party building work room of retired cadres in the community to set up micro-classrooms for the elderly, and the city, county (city, district) two levels of universities for the elderly all open "online universities for the elderly" and "air classrooms" to carry out online teaching and other 4 ways to accelerate the construction of universities for the elderly. Fuzhou University for the Aged took the lead in establishing a campus digital management system in the country, and the system is currently adopted by more than 300 universities for the elderly. Guided by the needs of old cadres and supported by the digital platform, Fuzhou Online Parent School was established, making full use of WeChat public accounts and the "Fujian Old Cadres" App to build a new type of learning and exchange platform for old cadres. Actively promote the construction of activity centers for old cadres, require standardized home building, characteristic home building, brand bright home, and build the activity center into a warm home for the majority of retired cadres, and continuously meet the diversified needs of retired cadre activities and learning.
Work mechanism innovation, to create a strong old cadre work team
The bureau adheres to the guidance of party building, consciously uses higher standards and stricter requirements to create a work team of veteran cadres who are politically competent, professionally competent, and have a strong work style, providing an important guarantee for promoting the development of the cause of veteran cadres. In promoting work, we should pay attention to "points, lines, and areas": pave the "work surface", persist in studying and deploying the work throughout the year at the beginning of the year, coordinating and promoting key work in the middle of the year, and summarizing and upgrading at the end of the year; forming a "work line", creating 5 liaison and guidance groups headed by the leaders of the bureau, taking the initiative to sink down to counties (cities, districts) and municipal units, investigating and coordinating the solution of difficulties and problems in the work of veteran cadres; keeping an eye on the "work points", and implementing the annual key work in the form of holding promotion meetings or on-site meetings every year, establishing advanced models, and taking the lead from point to point. Promote the work of veteran cadres in the city to achieve practical results.
