At present, the Customs of the Convention and Exhibition Center reviews nearly 300 applications for tax reduction and exemption every day. In 2021, a total of 26 aviation enterprises submitted 4,835 applications for tax reduction and exemption for maintenance of aviation materials to Shanghai Customs, with a total of 46.122 million yuan in tax relief.
After the Ministry of Finance, the Ministry of Industry and Information Technology, the General Administration of Customs and the Civil Aviation Administration jointly issued the "Tax Policy for Supporting the Import of Aviation Equipment for Civil Aviation Maintenance", Shanghai Customs immediately took a series of measures to ensure the implementation of preferential tax policies: establish a communication mechanism with China Eastern Airlines, Spring Airlines, Juneyao Airlines and other enterprises with huge import demand, and find out the amount of tax reduction and approval business; in view of the significant adjustment and change of the tax reduction and exemption standards for maintenance aviation materials during the "14th Five-Year Plan" period, the first time to do a good job of publicizing and dispelling doubts, and guiding enterprises to standardize declarations.
"Recently, China Eastern Aviation Technology Co., Ltd. launched the fast-track examination mode of tax reduction and exemption for goods under the policy of importing 'aviation equipment for civil aviation maintenance', and directly generated the "Notice of Tax Exemption Confirmation" through automatic computer review, and completed 95 quick examinations on the first day, with a value of 602,000 US dollars, which improved the efficiency of approval." He Lie, chief of the customs comprehensive business section of the convention center, said. China Eastern Airlines Technology Co., Ltd. is the first aviation maintenance enterprise in Shanghai Customs to enable the tax reduction and exemption function, and it is expected to complete about 6,000 tax refunds in the first half of the year, with a tax refund of more than 20 million yuan.
Pudong Airport Customs, a subsidiary of Shanghai Customs, has set up a green channel for tax refund documents for aviation equipment for civil aviation maintenance, "We have formulated an emergency plan for more than 2,000 documents to be refunded, adjusted the staffing in real time to cope with the surge in single volume, and ensured that enterprises can do it immediately." Gong Huanhuan, chief of the second comprehensive business section of the comprehensive business department of the customs, said.
"Our company handled nearly 19 million yuan of tax refunds at Pudong Airport Customs last year, reducing the cost burden of enterprises." Zhang Hong, general manager of China Eastern Airlines Import and Export Co., Ltd., said.
