The court sentenced defendants Li X and Han X to two years and six months' imprisonment, one year's imprisonment, and one year's and six months' probation for the crime of picking quarrels and provoking trouble, respectively, to recover the illegal gains.

Han and Li are mother and daughter. Since 2018, daughter Li has used noise, squatting, cone barrel blocking and other methods to occupy 6 public parking spaces in front of a commercial building and bank in Rencheng District, Jining City for a long time, taking advantage of the current situation of hospitals and schools gathering in the area and the tight parking space, taking the way of shouting cars to pull people to park here, charging parking fees ranging from 5 yuan to 20 yuan per car, making a profit of about 50,000 yuan. Since November 2020, Han has assisted his daughter Li to occupy a parking space at this location to charge. During this period, the mother and daughter were repeatedly administratively detained by the public security organs for disrupting order in public places.

The procuratorial organs held that the defendants Li and Han violated the provisions of article 293 of the Criminal Law and should be investigated for criminal responsibility for the crime of picking quarrels and provoking troubles. Li X and Han X committed a joint crime, and in the process of joint crime, Han X was an accessory. On November 15, 2021, the court heard the case. During the course of the trial, the prosecution and defense fully expressed their opinions on the facts, evidence, and application of law of the case. Defendants Li and Han made their final statements and voluntarily admitted guilt and accepted punishment at court.
