Zhao Zhongchen said that in recent years, with the rapid development of new Internet formats and the delivery industry, some lawbreakers have used the non-contact method of "Internet + delivery" to smuggle and traffic drugs, and the problem of drug-related problems in delivery channels has shown a rapid increase. To this end, the Ministry of Public Security, in conjunction with the education and rectification of the political and legal contingent, led by the practical activity of "I do practical things for the masses", together with the State Post Bureau and other departments from September to the end of 2021, concentrated time and concentrated efforts on the nationwide deployment of the 100-day anti-drug campaign against drugs in the delivery channel, and made every effort to crack down on drug-related activities in the delivery channel.

He introduced that this action is the first time that the public security organs, postal management departments and delivery enterprises have carried out a close coordinated action nationwide, and it is also a useful attempt by the relevant functional departments of anti-narcotics to explore the establishment of an industry anti-drug management model of co-construction, co-governance and sharing, reflecting the overall strength and systematic governance. The Ministry of Public Security, the State Post Bureau, and the National Narcotics Control Office jointly held mobilization and deployment meetings to build a work pattern of high-level promotion and multi-party linkage; set up a joint logistics command center and implement joint office work; coordinate resources and forces, implement "police and postal enterprises" to coordinate operations, focus on improving the ability of accurate discovery, accurate supervision, and accurate investigation, and crack down on cross-regional drug trafficking gang networks throughout the chain; consolidate regulatory responsibilities, and promote the implementation of real-name registration, receipt and delivery inspection, and machine security inspection. Strengthen publicity and mobilization, distribute all kinds of anti-drug propaganda, investigation and disposal, education and warning materials, organize all delivery enterprises and 3 million delivery practitioners to actively participate, and create a social atmosphere of joint governance of government and enterprises and mass prevention and mass governance.

Zhao Zhongchen pointed out: Thanks to the efforts of all parties, the 100-day offensive action has achieved fruitful results. During the operation, more than 1,700 drug crimes were cracked through the delivery channel, more than 3,800 drug suspects were arrested, and a total of 4.3 tons of various drugs were seized, which was 1.6 times, 2.1 times and 8.4 times that of the same period last year, respectively. Among them, 62 ministerial target cases of delivery channels were cracked, more than 60 gang networks were destroyed, 135 cases were cracked according to reports, 303 drug suspects were arrested, more than 450 kilograms of drugs were seized, 125 courier brothers were rewarded, and more than 800,000 yuan of reward bonuses were cashed, the awareness of enterprises to perform social anti-drug responsibilities was effectively enhanced, and the enthusiasm of courier brothers to recognize drugs, check drugs, and report drug crimes was significantly improved. This year, the Ministry of Public Security will continue to deepen the anti-drug action of Internet + delivery + logistics with relevant departments, and continue to consolidate the anti-drug achievements in the industry.
