According to information released by the People's Procuratorate of Chengguan District, Lanzhou City, Gansu Province, Xi Moujia, 60 years old this year, a retired employee of a hotel in Lanzhou, was decided to residential surveillance by the Chengguan Branch of the Lanzhou Municipal Public Security Bureau on April 8, 2020, on suspicion of obstructing the prevention and control of infectious diseases.

After the Lanzhou Chengguan District People's Procuratorate examined and found out in accordance with the law: On January 25, 2020, Xi Moujia and his wife went to Beijing to visit their daughter Xi Mouyi and lived in her daughter's home in Chaoyang District. On February 9 of the same year, two confirmed cases of new coronary pneumonia were found in the same unit of the community where Xi Mou B lived. At about 10:00 on February 10 of the same year, Xi Moujia returned to his home in Chengguan District, Lanzhou City by Flight MU2416 of China Eastern Airlines.

On February 11, 2020, Xi Moujia first went to the property service company of the community to fill in the relevant registration form and apply for a pass, and the staff of the property company told Xi Moujia that he should isolate at home for 14 days, but Xi Moujia went to the vicinity of the community to buy medicines and vegetables. The next day, he left the community again and went to the neighborhood to buy medicine and food. A day later, Xi Moujia felt unwell, drove to the "First Hospital of Lanzhou University" for examination, the hospital medical staff suggested that he build a card to register for formal treatment, Xi Moujia insisted on leaving the hospital to go home, and said that he came to the hospital the next morning. At 22:00 on the same day, when Xu Xi X returned to the community from the hospital, he concealed that he had gone to the First Hospital of Lan University to check and register the wrong entry and exit information, and his name was registered as "Wang X", and the reason was "going home from work". At about 9 o'clock on February 14, 2020, Xi Moujia went to the "First Hospital of Lanzhou University" again for treatment and relevant examinations. At 16:57 on the same day, the hospital admitted him to the isolation ward for hospitalization according to the examination results, and on February 15 and 16, 2020, Xi Moujia's two nucleic acid test results were positive, and he was diagnosed as a pneumonia patient infected with the new coronavirus.

On February 16, 2020, Jiang X, a staff member of the CDC of Chengguan District, Lanzhou City, went to the "First Hospital of Lanzhou University" to verify the trajectory of his activities before his diagnosis in person, and Xi X A said that he did not go out all day on February 12, concealing that he went to the pharmacy again on February 12 to buy drugs, resulting in close contact with Xi X A pharmacy employee Wang X on the same day was not isolated in time, and the relevant supermarket only checked the surveillance video on February 13, and failed to timely identify close contacts on February 11 and 12. It also incorrectly determined the scope of those who should be isolated at home, and at the same time led to errors in the information on the trajectory of Xi Moujia's activities released by the disease control department to the public, causing obstacles for the investigation of close contacts and possible contacts, resulting in the risk of the spread of the new crown pneumonia epidemic. Since February 16, 2020, Xi Moujia's residential building has been closed for 14 days, with a total of 325 people isolated at home and 21 people in centralized isolation. A number of pharmacies and supermarkets that Xi Had visited were shut down.

The People's Procuratorate of Chengguan District of Lanzhou City held that Xi Moujia violated the provisions on the prevention and control of infectious diseases, refused to implement the prevention and control measures proposed by the health and epidemic prevention agency in accordance with the Law on the Prevention and Control of Infectious Diseases, caused a serious danger of the spread of Class A infectious diseases, and his behavior had violated the relevant provisions of the Criminal Law, the facts of the crime were clear, the evidence was credible and sufficient, and he should be investigated for criminal responsibility for the crime of obstructing the prevention and control of infectious diseases. Xi Moujia voluntarily admits guilt and accepts punishment, and may be given a lenient treatment in accordance with law. The procuratorial organs then initiated a public prosecution and recommended that the Chengguan District People's Court sentence Xi Moujia to six months' imprisonment with a ten-month suspended sentence.
