The spirit of "three bulls" shines through the country - the story of the immigration management police behind the data

author:Chinanews.com, Shanghai

China News Online, January 19 (Huang Bo, Chen Jing) The Year of the Ugly Ox is coming to an end, looking back at the past 2021, the Shanghai border inspection organs have inspected nearly 2.5 million people entering and leaving the country, and inspected more than 110,000 entry and exit transportation vehicles (ships), which has effectively guaranteed that the number of entry and exit inspections and releases of Shanghai Airport and Port has ranked first in the country for 19 consecutive years, and the container throughput of sea ports and ports has ranked first in the world for 12 consecutive years. Among them, at the Pudong Airport Port, the Shanghai border inspection organs have undertaken more than one-third of the country's inbound and outbound passenger flows and cargo aircraft border inspection tasks.

Behind the numbers, we see a group of Shanghai immigration management policemen who are loyal, courageous, and dedicated to the country. They carry forward the "three cattle" spirit of serving the people, innovating and developing pioneering cattle, and struggling hard old cattle, and build the most beautiful landscape on the national gate line.

The idle "old scalper"

"The old shi people are kind, not good at words" "willing to bear hardships and stand hard work, work like an old cattle" This is the evaluation of Shi Lintao by colleagues. Lao Shi joined the army in 1980 and has always struggled in the front line of border inspection after the professional reform of public security border inspection and the reform of the national immigration management system. In 2006, with the opening and operation of Yangshan Port, Shi Lintao became the first batch of border inspection police stationed in Yangshan Port. With the ebb and flow of the tide and the ship comings and goings, he witnessed the rapid development of Yangshan Port, and Yangshan Port also accompanied him from Qingsi to Huafa.

In April 2018, Lao Shi's lover was urgently sent to the hospital for rescue due to cerebral infarction, and although he saved his life through surgery, he was paralyzed. Since then, his home has become a temporary station, and the unit and the rehabilitation hospital more than 110 kilometers away have become his "two points and one line". Faced with family difficulties, Lao Shi never asked the unit for care. He always said, "I can overcome!" Rest assured! "Dock patrols, ship boarding inspections, video surveillance, front desk certification... The busy footsteps do not stop.

On September 13, 2021, Typhoon "Candu" struck, and the maximum wind strength of Yangshan Port reached 12. "The anti-Taiwan work cannot be postponed!" Old Shi settled down his lover who was sick in bed and immediately rushed to the unit. Facing the strong winds on the island, he and his colleagues reinforced and maintained the inspection facilities one by one. "Old Shi, this sandbag is too heavy, your waist is not good, first rest for a while." Colleagues worry that he will not be able to eat physically. "I'm okay!" Old Shi waved his hand and randomly picked up another bag of sandbags. The typhoon crossed safely, and Lao Shi and his colleagues were busy again, opening windows and speeding up inspections to ensure smooth customs clearance at Yangshan Port.

The outbreak of the new crown pneumonia epidemic has suddenly increased the pressure of anti-import outside the seaports and crossings. Lao Shi took the initiative to ask for help and ran to the front line of epidemic prevention and control. The protective suit was worn for hours, and his hair and clothes were often soaked with sweat, but he didn't care. When he didn't need to go out on the field, he couldn't stay idle. Seeing that colleagues who returned from a long period of inspection would continue to monitor the task, he took the initiative to give up rest to share for others. His kind voice would often come out of the walkie-talkie: "You have just returned from a busy day, first go to rest and then change me." "It is such an old comrade, like an old scalper, tireless, loyal and respectable.

The "pioneering cow" who loves to study

"Even the cunning fox cannot escape his palm." Whenever Gao Bo is mentioned, colleagues always like to say this. In 1996, Gao Bo graduated from university and became an honorable border police officer, which was 26 years. "When I first started working, the 'two magic weapons' in the field of document identification were 'seeing and touching hands', and the inspection method can be described as 'one poor and two white'." Recalling the entry-exit inspection method of that year, Gao Bo still had some feelings. But his passion for research has never diminished. As early as 1999, he participated in the compilation of a tool book to quickly identify the authenticity of entry and exit documents. In the years since then, he has become more and more energetic in the business of détente and appraisal, and has led and participated in more than 10 research and development books and system research and development projects, many of which have filled many gaps in the field of document identification in the mainland immigration management system.

In 2012, the Shanghai Border Inspection Station established the Gaobo Securities Research Studio, which is the first expert port law enforcement team named after a labor model in the national border inspection agency. Under the leadership of Gao Bo, the studio has trained 45 intermediate and senior securities research experts, training exchanges throughout 30 provinces and cities in China, more than 10 countries, a "high-tech" securities research team has gradually developed and grown, laying a solid wisdom foundation for ensuring the absolute safety of Shanghai's entry and exit ports.

For more than 20 years, Gao Bo has accumulated a lot of practical combat experience in the frontline of law enforcement at ports, and gradually refined the "big data +" combat method. "Their itinerary trajectory is not normal, and the two are most likely smuggled into a third country through Shanghai, checking their ticket reservation information and keeping an eye on their next trip." In January 2020, the entry of two tourists from a certain country attracted the attention of Gao Bo. Sure enough, before the two embarked on the outbound flight, the law enforcement police found the forged visas of other countries that had just been posted in their passports. In the face of ironclad evidence, the two confessed to the illegal acts. Such cases are only the tip of the iceberg in the cases handled by Gao Bo, and in the face of the undercurrent of illegal entry and exit activities, Gao Bo led the law enforcement team to quickly attack, using an iron fist to remember, smashing the illusions of lawbreakers again and again, and letting the sword of law hang high in the country's door.

In view of the current severe and complex epidemic situation, Gao Bo led the comrades of the epidemic investigation special class to quickly throw themselves into an information war, they stripped away the cocoon in the massive data, studied in depth, pushed hundreds of thousands of epidemic-related data to relevant units, helped to investigate and found more than 100 confirmed cases imported from abroad, and ensured the safety of the country.

"The one who shouldn't come in can't get in, and the one who shouldn't go out can't get out." This is Gao Bo's solemn promise to the police badge. "National Advanced Worker", "National May Day Labor Medal", "National Special Outstanding People's Police", "National Excellent People's Police", "Shanghai Annual Labor Model Figure"... In the past 26 years since he was a police officer, he has achieved great results and is full of honors, but his original intention of guarding the country has never changed.

The intimate "baby cow" of the masses

"Let youth radiate light and heat in the struggle." This is a sentence written by Gao Junlong in his notebook. Although this post-90s policeman has been in the police for less than 5 years, he is a "caring person" in the eyes of the masses.

In August 2019, the Shanghai Border Inspection Station sent the first batch of volunteer police to Fulu Township, Sanjiang County, Guangxi Province, to carry out education and support work. Gao Junlong signed up for the first time and stayed in the mountains for more than 1 year. "It didn't go as smoothly as expected at first. I remember when I first visited the house, I just said two words at the door, and the father of the child was going to drive me out. Gao Junlong recalled. At that time, the "theory of the uselessness of reading" was prevalent in the village, and the willingness to read was very weak. Gao Junlong did not believe in evil, he traveled to every household in the village to carry out ideological mobilization, buy cotton shoes for children who went to school barefoot, and use rest days to make up lessons for children... Over the course of time, his class grades jumped from an 8% pass rate at the beginning of the class to 83% at the end of the semester, and the average score increased by nearly 40 points.

In addition to his volunteer teaching work, he went door to door to investigate, formulated one household and one policy for poverty alleviation one by one, helped the village set up a professional breeding cooperative, brought goods for the live broadcast of agricultural products, and promoted the reconstruction of the village's basic projects... As the facts landed, the villagers gave a thumbs up to the immigration management police from Shanghai, and Gao Junlong gradually changed from a "foreigner" in the eyes of the villagers to a "caring person".

After the establishment of the volunteer church, Gao Junlong had a new task. In 2021, as the head of the "Shanghai Airport Border Inspection Hundred People Foreign Language Volunteer Service Team", he organized volunteers with foreign language expertise to go to Shanghai's red scenic spots, landmark buildings and other places, combined with the knowledge points of English textbooks in primary and secondary schools, to create an English characteristic volunteer teaching brand "Follow the Immigration Management Police to See Shanghai", so that online English teaching crossed the mountains and seas into the vision of Sanjiang students.

"Thumbs up for your professionalism and meticulousness!" Passenger Mr. Zhou gave a thumbs up to the volunteers. On January 7, 2022, on the eve of the second person Chinese police day, in the T2 terminal of Pudong Airport, police volunteers were patiently providing inbound and outbound passengers with inquiries and guidance, civilized publicity, and interpretation of entry and exit policies under normalized epidemic prevention and control. This kind of police-people interaction that is one step ahead is exactly the work idea that Gao Junlong insists on. In recent years, he has organized a 100-person foreign language volunteer service team to be active in the national port and the frontline of epidemic prevention and control for a long time, successfully completed the special volunteer service work of border inspection and customs clearance guarantee at the Expo, and won the title of "Best Volunteer Service Organization" in the country.

Shi Lintao, Gao Bo and Gao Junlong are just ordinary microcosm of the Shanghai Immigration Management Police Force. The Year of the Ugly Cow is about to pass, but the spirit of "old cattle, innovative cattle, and widow cattle" has always been passed down in Shanghai border inspection, and more and more national stars are concentrating into torches, lighting up thousands of lights in the city.
