At the same time, in order to protect the migration and breeding of large yellow croakers, it is recommended that the above-mentioned areas prohibit sea fishing operations every year during the wintering period and egg-holding period of wild yellow croakers. He also called for the establishment of special waters for recreational fisheries in the coastal waters of the province to distinguish between fishery production and recreational fisheries, return fishing grounds to fishermen, and reduce the interference of recreational sea fishing on fishery production.
In addition, he suggested that with reference to the regulations on the management of professional fishing vessels, the scope of navigation should be specified on the certificate of small leisure vessels, the phenomenon of cross-sea areas should be eliminated, territorial management should be further strengthened, and the occurrence of safety production accidents should be curbed. At the same time, strengthen industry management, establish a set of management rules and regulations including business entities, activity areas, operation methods, business scale, personnel quality, management measures, etc., to meet the requirements of standardized management of the industry.
