On January 13, the 2022 Intelligent Connected Vehicle Innovation and Application Summit Forum (hereinafter referred to as the "Forum") was held in Hengyang City, Hunan Province. The forum was guided by the Equipment Industry Development Center of the Ministry of Industry and Information Technology, hosted by China Industry Newspaper, and hosted by Mushroom Car Union Information Technology Co., Ltd. At present, the mainland's intelligent networked automobile industry is accelerating its layout, and the industrial development is shifting from testing and verification to multi-scenario demonstration applications.

Li Yizhong, president of the China Federation of Industrial Economics and former minister of the Ministry of Industry and Information Technology, started from the realization of "double carbon" and excavated the innovative driving force of intelligent networked vehicles to promote carbon reduction and emission reduction of automobiles.

Li Keqiang, academician of the Chinese Academy of Engineering, professor of the School of Vehicles and Vehicles of Tsinghua University, director of the State Key Laboratory of Automotive Safety and Energy Conservation, and chief scientist of the National Intelligent Connected Vehicle Innovation Center, said that there are still a series of challenges in the top-level design, industrial development, key technologies, testing demonstration applications and safety guarantees of intelligent connected vehicles in the mainland, and it is necessary to consider the technical characteristics and social attributes of intelligent connected vehicles, explore Chinese solutions, and build an integrated system.

In addition, a number of industry experts and scholars also discussed the future development of the intelligent networked automotive industry and intelligent transportation from the perspectives of technological innovation, safety and security, regulatory ethics, and industrial change.

The intelligent networked automobile industry has accelerated its layout

With the integration and application of new technologies such as 5G and edge computing and intelligent networked vehicles, the development momentum of the intelligent and connected vehicle industry in mainland China is strong, and positive progress has been made in many aspects.

"Although there is still a gap between the level of intelligent and connected vehicles in the mainland and developed countries, they are basically synchronized and running."

Li Yizhong, president of the China Federation of Industrial Economics and former minister of the Ministry of Industry and Information Technology, pointed out that the mainland's assisted driving technology has further matured, and he expects to gradually deploy the application of L3 and L4 autonomous driving functions this year.

According to data from the Ministry of Industry and Information Technology, the new car loading rate of passenger cars with combined driving assistance systems in mainland China has increased to about 20%, of which the new vehicle loading rate of new energy vehicles has exceeded 30%."

The on-board basic computing platform realizes the loading application, and the computing power of vehicle-grade lidar and artificial intelligence chip has reached the international advanced level;

The national open test area is 5,000 square kilometers, the total test mileage exceeds 10 million kilometers, more than 800 road test licenses are issued, more than 3,500 kilometers of roads have been intelligently transformed and upgraded, and the automatic driving application of large port freight vehicles accounts for 50%.

While the mainland's intelligent and connected car industry is booming, it is also facing many challenges.

"We want to build Chinese-style intelligent networked vehicles." This actually has to take a different technical route from foreign countries. The biggest feature of our technology route is that intelligence and network connection are integrated, which is an industrial system. Li Keqiang said.

Since last year, the network security and data security issues of intelligent and connected vehicles have attracted much attention, and policies and regulations have been introduced. According to the incomplete statistics of the 21st Century Business Herald reporter, nearly 20 policy documents involving the information security of intelligent and connected vehicles were released or introduced at the national level in 2021.

However, in Li Keqiang's view, the support for information security is still imperfect. He pointed out that with the improvement of the integration of vehicles and roads, the networking function and networking authority of automobiles will continue to improve, but at present, an information security management linkage mechanism and information security certification specification rules have not been established, and self-service controllable information security technology cannot be effectively implemented. At present, although various relevant measures have been introduced by many departments, they need to be further practiced. At the same time, information security involves the intersection of multiple fields and lacks systematic thinking.

In the view of Gu Dasong, executive director of the Transportation Rule of Law and Development Research Center of Southeast University, the ethical issues faced by intelligent and connected vehicles are also worthy of attention. In this regard, he suggested that enterprises should have the spirit of science and technology for good, and at the same time assume social responsibility.

Promote the implementation of "double carbon"

"When we first developed smart connected vehicles, we didn't think about the realization of carbon reduction and emission reduction, carbon peaking and carbon neutrality ('double carbon"), and now I want to make this one of the main purposes of the intelligent networked vehicle industry. This is a historical process. This is Li Yizhong's intuitive feeling after visiting the Hengyang smart transportation project.

"Double carbon" is one of the hottest topics at the moment.

Not long ago, the Central Economic Work Conference proposed to "realize the transformation of 'double control' of energy consumption to 'double control' of total carbon emissions and intensity as soon as possible, and the use of new renewable energy and raw material energy is not included in the total energy consumption control".

In Li Yizhong's view, the mainland wants to achieve carbon peaking in 2030 and carbon neutrality in 2060, and the responsibility is arduous, and the automobile is one of the key industries to reduce carbon emissions.

Intelligent connected vehicles are the innovative driving force for vehicle carbon reduction and emission reduction. Li Yizhong explained that intelligent networked vehicles have increased the efficiency of transportation travel by 20%-30%, so as to achieve the purpose of energy saving, carbon reduction and emission reduction. However, the contribution of specific intelligent connected vehicles to the realization of "double carbon" is still unknown. He suggested that in future experiments, the Mushroom Car Association could use this as a scientific research topic to calculate its energy consumption and reduce its carbon footprint.

In fact, although Mushroom Car Has not yet done in-depth thinking and research on the above propositions, it has previously organically combined the realization of "double carbon" with the goal of reducing costs and increasing efficiency of intelligent networking. Zhu Lei, founder and CEO of Mushroom Car Union Information Technology Co., Ltd., said that according to McKinsey & Company, driverless cars help reduce greenhouse gas emissions by 300 million tons per year. The principle is that driverless cars reduce the transportation and operation costs of the whole society and enhance the creative effect of multiple scenarios. Not only for the "double carbon" realization of the mainland, but also for the world is a huge increase in productivity and environmental protection.

How to achieve safe, efficient and energy-saving unmanned driving to achieve carbon reduction and emission reduction?

Li Yizhong suggested that based on improving the intelligence of bicycles, advanced environmental perception technology and decision-making technology should be adopted to improve the intelligent level of digitalization of the car's perception system, planning and control system, and intelligent cockpit, so as to ensure the safety of automobile functions and data information;

At the same time, to achieve network empowerment, the use of new technologies such as information interaction, the joint construction of roads and facilities of the perception system, to create a smart travel platform;

The grasp of access standards is also one of the key points, to establish intelligent vehicle simulation tests and tests on the actual channels in the experimental area, to verify and evaluate the reliability and energy saving degree of driving ability in each scenario, and to lay a commercial application foundation through demonstration applications;

Finally, to ensure the supply of chips and improve the self-sufficiency rate of chips.

Build Hengyang experience

In the next step, how to promote the high-quality development of intelligent and connected vehicles in the "14th Five-Year Plan" period?

Li Keqiang said that the first task is to strengthen the top-level design. With intelligent and networked technology as the engine, promote electrification, support sharing, and accelerate the layout of the intelligent networked automobile industry to promote the coordinated layout and comprehensive development of the industry in the fields of pure electric, hydrogen fuel, intelligent network connection, and mobile travel; focus on the "card neck" problem, promote forward-looking, commonality, platform, core technology research and development; strengthen industry cooperation, and create an industrial ecology of multi-field shared data strategic collaboration; at the same time, practice the Chinese plan and become the pioneer and leader of global technology trends in this field.

Specific to the landing scene, Hengyang City is already in practice. In March 2021, Mushroom Car Federation signed a strategic cooperation agreement with the Hengyang Municipal Government to cooperate in multiple fields such as intelligent terminals, vehicle-road collaboration, automatic driving and intelligent transportation, and jointly promote the large-scale operation of autonomous driving in the city. With a total investment of about 500 million yuan, Hengyang Project is currently the world's largest investment in the commercialization of autonomous driving projects.

Li Yizhong commented that in order to solve traffic congestion and smart transportation, Hengyang has strengthened the construction of infrastructure, vehicle intelligence and urban smart transportation over the years, and has become the first city-level autonomous driving project in China. The project has formed a digital base for the city's transportation, realized the digitization of all elements such as transportation infrastructure, transportation elements, and traffic potentials, and the autonomous vehicles have been discharged deep into the main roads of the city and have been commercialized successively.

Academician Li Keqiang said that Hengyang has a good start in the intelligent and networked integration applications of intelligent networked vehicles and the large-scale demonstration applications at the city level.

Lin Rong, an expert in transportation informatization and deputy director of the China Transportation Communication Information Center, took Hengyang as an example to explain the typical cases of traffic big data service model innovation and transportation big data application - using intelligent networked vehicles to build an urban intelligent transportation brain, establish an integrated platform, and improve urban public management and service levels. Hengyang has also accumulated a large amount of autonomous vehicle data, and Xue Xiangyang, deputy dean of the School of Big Data at Fudan University, said that his team is using Hengyang's large-scale data to study the visual perception algorithm of autonomous driving. At the same time, the entry of enterprises has also allowed Hengyang to have more exploration, and Li Kai, CEO of Dongfeng Yuexiang Technology Co., Ltd., said that his company plans to promote the commercialization of unmanned taxis in Hengyang and intends to copy the model here to other places.

"In the future, the Mushroom Vehicle Federation will also complete 200 kilometers of road construction in Hengyang, invest more than 3,000 public service vehicles, accumulate unmanned operation experience in Hengyang from the dimensions of sanitation and public transportation, and improve the intelligent level of urban transportation and public services." Zhu Lei said.
