In other words, he must obey the will of his superiors and the will of the people in order to fulfill his own will. However, after doing so, it was finally understood that the will of his superiors was not necessarily related to whether he was honest and honest; as for the will of the people, although the people were numerous, they did not have the votes, which was basically negligible. Since these two wills do not have to be obeyed, then his own will will has popped out, whether it is for promotion or to get rich, there are many tricks!

To prevent officials from obeying only his own will, Rousseau devised a system of dual supervision. In this system, the superior's inspection alone does not count, and the future of an official depends on the votes of the common people. Whether it is the Western world or here, this system is used, although the effect of use is different, but there are not many absurd things like land acquisition without giving money. But you have to understand that Lu Ziyi lived in the Southern Song Dynasty, and it was unrealistic to pull him into the dual supervision system.
