From the industrial dimension, the opinions propose to guide the transfer of labor-intensive industries to areas with abundant labor force and convenient location and transportation in the central and western regions; and promote the transfer of technology-intensive industries to areas with rich innovation elements and strong industrial foundations such as central cities and provincial sub-central cities in the central and northeastern regions.
From the regional dimension, guide all localities to coordinate the endowment of resources and environmental elements, the foundation of industrial development, the dual control of energy consumption and the goal of carbon peak carbon neutrality, and undertake industrial transfer in a differentiated manner.
