Optimize the public transportation environment and promote the development of a green economy

Rail Transit Line 9 Phase III, Line 13 Phase II Phase III, Line 10 Phase II, Line 18 Phase I, Line 14 put into operation, with a total operating mileage of more than 300 kilometers; carried out comprehensive improvement of the "five violations and four musts" regional environment, and the creation rate of "no violation" streets and towns reached 100%; basically eliminated heavily polluted weather, and the excellent air quality rate increased from 80.6% to 93.4%; comprehensively promoted the whole process of domestic garbage classification, and basically formed a pattern of full coverage of domestic garbage classification... To build a livable and workable city, Pudong has handed over the answer sheet.

Entering the new year, Pudong has deeply implemented the concept of people's urban construction, insisted on leaving the best resources to the people, and coordinated the promotion of urban development and construction, with 82 major projects started in a concentrated manner, with a total investment of 317.6 billion yuan. In the venue of the two sessions, building a modern city that is livable and suitable for work has become a hot topic of discussion among the delegates.

Make getting around easier

This year, Pudong will continue to promote the construction of rail transit such as the airport liaison line and the Chongming line, start construction of Line 21, accelerate the construction of the Pudong section of the Shanghai-Shanghai-Tong Railway, the Nanhui branch line, and the east-west passage of the elevated section of the S3 Highway, and build a smooth "artery" for urban transportation.

At the same time, in the eyes of many deputies, the ground bus, as the end of public transportation and the solution to the "last kilometer" of citizens' travel, still needs to be improved.

Wang Jian and 10 other deputies put forward a proposal to improve the transportation and travel of the Expo and the surrounding areas and optimize the bus routes, hoping to change the uneven distribution of bus stations in the region, the lack of close transportation links between regions, and the current road network is not conducive to the passage of bus lines, and form a high-quality characteristic transportation system and multi-level bus services in the Expo area.

The delegates suggested that the transportation connection between the Expo area and the surrounding residential areas should be opened up by means of additional routes, adjustment of stations, and delayed services; through the addition of a new bus line around the Expo, the "last kilometer" problem should be solved, connecting various communities, major commercial outlets, leisure and entertainment venues and rail transit stations in the area to meet the diverse travel needs. And reasonably formulate the line operation timetable to cultivate passenger flow at a lower price.

Make cities greener

With the comprehensive improvement of the regional environment, including the "five violations and four musts", the urban ecological environment of the new area has continued to improve. In the "Government Work Report" of the two sessions of the new district this year, it is clear that in the future, the new district will adhere to the priority of ecology and green development, implement the strictest ecological environmental protection system, and actively build a beautiful home where man and nature coexist in harmony. Efficiently carry out comprehensive pollution prevention and control, vigorously expand green ecological space, increase investment in environmental protection facilities and upgrade the standard, continuously improve the treatment capacity of urban domestic waste and environmental carrying capacity, and accelerate the construction of projects such as Chen Xing, Xinchang, and Sandun Garbage Transfer Station by completing the expansion project of the coastal sewage treatment plant and the permanent discharge pipe project of the coastal sewage treatment plant to better meet the long-term development needs.

While the urban living environment has become greener, the green development of the urban economy has also become the focus of the delegates' attention.

"The new area should focus on the goal of achieving carbon peaking and carbon neutrality as soon as possible, and accelerate the adjustment of the urban industrial structure." Deputy Dong Zelong suggested that in the planning and formulation of various industries, they should simultaneously do a good job in the top-level design of carbon emission systems, scientific research index systems and policy measures. Focus on promoting urban energy-saving transformation, continue to increase the intensity of clean energy transformation in existing industries, and reward enterprises that implement digital and intelligent production lines. At the same time, we will increase the intensity of financial innovation, strengthen the policy guidance of carbon trading, and let carbon trading lead enterprises to independently implement upgrading and transformation, reduce emissions, and reduce energy consumption. Strive to build a financial derivatives trading center such as carbon futures in China and even the world, and help the new area accelerate the construction of the core area of Shanghai international financial center.

Make life more comfortable

Employment, social security, health insurance... Many procedures that used to be handled in different departments can now be done at the "doorstep" service center (station). The three-year action plan for improving quality and efficiency of the "15-minute service circle" in the new district plans to promote 570 projects with a total investment of about 68 billion yuan, and create a framework of the "1+6" resource allocation standard system suitable for the actual situation in Pudong, sort out 50 relevant standards, form the "Doorstep Service Specification (2021 Edition)", and issue and implement 8 district-level standards and 22 institutional standards. Combined with the deepening of the reform of the "One Netcom Office" and the acceleration of the launch of the "doorstep" service, the "doorstep" service centers (stations) in various villages have provided a list of 147 people's livelihood service projects to meet the diversified needs of citizens.

In view of how to further improve the degree of equalization of resource allocation and meet the needs of the masses for high-quality resources in the construction of the "15-minute life circle" in the future, the deputies put forward suggestions from different angles.

Deputy Tao Yang believes that it is necessary to further improve relevant laws and regulations, promote the sinking of resources in view of the problems existing in extracurricular tutoring classes, encourage non-profit organizations to carry out extracurricular quality education on weekends, and solve the needs of parents who want their children to develop in many aspects. Implement the "double reduction" policy, carry out a variety of youth service activities in the summer, tilt the red venues to teenagers, and transmit positive energy.

According to the planning positioning and regional development status of The Lingang New Area, Deputy Lu Yingqing proposed to build a "15-minute living circle" that the masses are satisfied with and the characteristics of the new city are satisfied with by virtue of the characteristic ecological space, and put forward suggestions in terms of public transportation travel, education facilities, commercial, cultural and sports tourism facilities, and cultural activities. In terms of cultural activities, Lu Yingqing proposed to use the more open policy of Lingang New Area to give play to the agglomeration effect; enrich cultural activities with the resource advantages of large-scale cultural tourism projects; increase the intensity of going out and introducing with the help of exhibition platforms, enrich the cultural life in the region, and create more diversified and diversified models of "doorstep" service centers (stations) according to the needs of different regions.
