The Propaganda Department of the Provincial PARTY Committee issued opinions on comprehensively promoting the reading work of the whole people and accelerated the construction of Shuxiang Shandong

In Shandong, a major cultural province, there is no shortage of reading aloud. Since last year, Shandong has carried out more than 10,000 online and offline reading activities for the whole people, donated more than 1.2 million books, more than 20 million yuan, and participated in 11 million people.

The reporter learned from the Propaganda Department of the Shandong Provincial CPC Committee on January 13 that in order to thoroughly implement the important arrangements of the PARTY Central Committee and the State Council for the reading work of the whole people, accelerate the construction of Shuxiang Shandong, and continuously enrich the cultural life of the people, the Propaganda Department of the Shandong Provincial CPC Committee recently issued the "Opinions on Comprehensively Promoting the Reading Work of the Whole People."

"This is a policy document to guide the scientific, standardized and rapid development of the province's reading work for the whole people, and the promulgation and implementation of the "Opinions" will help build a reading promotion service system covering urban and rural areas, and further promote the cultivation of a strong reading atmosphere of 'love reading, good reading, and good reading' in the province." The relevant person in charge of the Propaganda Department of the Provincial Party Committee introduced.

The "Opinions" has a total of 9 items and 30 articles, which clarify the overall requirements, basic principles and main objectives for further improving the reading work of the whole people, and put forward 8 key tasks.

The first is to implement the "five-in-one" overall reform. Break through the technical barriers between different facilities, establish a unified management system, and adopt unified cataloguing of publications, loan and return, and unified training of personnel to achieve effective integration of public reading resources. Promote the online and offline "readers' book selection, library payment, Xinhua bookstore service operation" model in the province, and give the right to purchase books to readers. The farmhouse bookstore, community bookstore, urban study room, etc. will be built in the new era civilization practice center (institute, station), integrating resources and sharing use. Promote the "volunteer + reading" service model, carry out the construction of new reading spaces, and by 2025, no less than 800 urban study rooms will be built in the province.

The second is to hold reading promotion activities. Around the important time nodes of the party and the state, various theme reading activities are held. The annual "4.23" World Book Day was identified as the "Qilu Book Festival", and provinces, cities and counties simultaneously carried out a week-long reading promotion activity and issued book coupons to benefit the people. The province carries out more than 20,000 reading activities every year, and no less than 1,000 in each city.

The third is to strengthen the reading of children and families. Carry out activities such as "big hands holding small hands", "famous artists entering the school", "book exchange and sharing", focusing on improving the reading conditions of rural left-behind children and urban migrant children.

The fourth is to protect the basic reading rights and interests of difficult groups and special groups. Carry out activities such as "cultural assistance for the disabled", "book incense prison", "book incense help correction", and implement the "Reading Promotion Plan for Migrant Workers".

The fifth is to improve the quality and level of digital reading. Implement the "Digital Reading Promotion Plan", accelerate the construction of smart libraries, digital cultural centers, and digital rural bookstores, and carry out digital reading promotion activities such as "love reading bus" and "pocket library".

The sixth is to guide social forces to participate together. Establish a team of reading promoters for the whole people, cultivate a number of reading promotion institutions for the whole people, and carry out advanced and typical recommendations for reading for the whole people.

The seventh is to strengthen the publicity of reading for the whole people. Establish the Shandong Provincial Reading Media Alliance for All, do a good job in public service advertisements for reading for all, and carry out a series of activities such as reading media for all.

The eighth is to form a pattern of joint grasping and co-managing work. Establish a coordination and cooperation mechanism for the reading work of the whole people, promote the promotion of reading for all people into the relevant plans for economic and social development at all levels, include the required funds in the financial budgets of all levels, and promote the legalization of the reading work for the whole people. Each municipality formulates an implementation plan and reports it to the Propaganda Department of the Provincial Party Committee for the record, and evaluates the performance of the reading work of the whole people in each municipality every year.
