With the help of village cadres, Xiao Liu found the 2000 old homestead area division filing material in the village archives, which clearly stated: "Only 100 square meters of the old homestead area are used, and there are 80 square meters to be used!" In the face of "ironclad evidence", the matter was satisfactorily resolved. A file that helped the old man retrieve the "two years that were stolen". That year, the old man of the Gongjia community in Shijia Town, Shizhong District, Neijiang City, reached retirement age and went to retire according to regulations. However, when he was applying for retirement, he found that the date of birth of the identity card and the file registration were inconsistent, and the age of work history registration was 2 years younger than the actual age, so he had to "postpone" it for two years before he could retire. The old man was not convinced. After that, he went to the Municipal Public Security Bureau, the District Human Resources and Social Security Bureau, the District Archives, the Police Station and other units, but he did not find any files that could prove his true age. Finally, he found the real age information in the 1978 version of the old household registration file kept in the Gong family community archives. After verification by the relevant departments, Lao Zeng returned "in the two years that he was stolen" and was able to retire smoothly. This is the epitome of Neijiang City's archival work serving rural grassroots social governance.

Neijiang City is located in the heart of Chengdu and Chongqing, is the hometown of Chinese painting master Zhang Daqian, rich in sugarcane, sugar and candied fruit, so it has the reputation of "the heart of Chengdu and Chongqing, the hometown of Daqian, and the sweet city inside the river". In December 2019, Neijiang City was identified by the State Archives Bureau as one of the first batch of overall pilot areas for "archival work to serve rural grassroots social governance". Since the launch of the pilot work, Neijiang City has based on local reality, based on the pilot project of the rural revitalization strategy of archival services, and taking the adjustment and reform of the village-level structure as an opportunity, innovating the institutional mechanism of archival work, focusing on "rich, living and serving", actively playing the role of archival reference vouchers, and embarking on a road of archives empowering rural grassroots social governance.

Grasping the word "rich" promotes the village-level archives to become global

On October 28, 2021, in Shangteng New Village, Yong'an Town, Shizhong District, Neijiang City, Fu Dejian, deputy secretary general of the Neijiang Municipal Party Committee and director of the Neijiang Municipal Archives Bureau, led law enforcement personnel to inspect whether the village-level archives management here meets the norms and whether it meets the requirements of rural grassroots social governance.

In order to form a joint force in archival work and promote the "enrichment" of village-level archives, Neijiang has focused on building a four-level linkage mechanism of "city, county (city, district), town (street), and village (field town community)", that is, the municipal archives bureau and the municipal archives are linked, conscientiously performing their duties and taking the initiative; the county (city, district) archives bureau organizes the towns and villages under its jurisdiction to promote the pilot work as a whole in accordance with the supervision requirements of the municipal archives bureau; the town (street) sets up a "business backbone team"; and the village-level archival cadres make every effort to grasp it and formulate a village-level archive collection and collation catalog (list).

Do a good job of the word "service" to promote the village-level archives to become close to the people

"Do you want to settle your bills and not pay them back?" In the face of his daughter-in-law's "doubts", Li Qing (pseudonym), a villager in Hongxing Village, Yanling Town, Weiyuan County, "cannot argue with a hundred mouths".

It turned out that a few years ago, when the village built a highway to acquire land, Li Qing borrowed 10,000 yuan from his daughter-in-law to buy social security, promising to return the compensation for land requisition to her after the compensation for land acquisition arrived. At the end of 2019, the daughter-in-law who worked outside the home heard that the compensation had arrived for several months, but Li Qing did not mention the matter of repaying the money, thinking that the mother-in-law wanted to pay the account and did not pay it back, and there was a contradiction between the mother-in-law and the daughter-in-law.

"The money for the demolition has not arrived at all..." Li Qing was also very aggrieved. The matter reached the village committee, and the village cadres found that the bank account number reported by Li Qing was wrong by checking the files retained in the village, so the compensation money was delayed. According to this, the village re-reported the bank card information for Li Qing, and a week later, the compensation money arrived, and Li Qing returned the money to his daughter-in-law as promised.

A file recovered the "demolition money that did not arrive" and resolved the contradiction between the mother-in-law and daughter-in-law. "I didn't expect the archives to be so useful and helped me a lot..." After this incident, Li Qing had a deeper understanding of the archives work.

"Fu" is another adjective for the Neijiang village-level archives.

Archives are traces and witnesses of historical development, as well as important credentials and bases for serving people's livelihood and helping rural grassroots social governance. At present, Neijiang City has formed more than 202,000 volumes and more than 479,000 archives of rural governance, people's livelihood protection, land rights confirmation, poverty alleviation, and rural customs and customs. The Hongguang community has safeguarded the legitimate rights and interests of the village collective through village-level archives. As a result of the construction of the hydropower station, the local government designated the barren land of the Hongguang community in Xinjiang Street, Dongxing District, as a state-owned asset. Based on the agricultural tax vouchers paid on the river beach land in 1954, the residents of the Hongguang community confirmed that the land was actually a collective asset, and Hongguang Village was compensated with more than 3 million yuan in compensation for the land.

Looking through the archives and using the register, from land confirmation to social security supplementary payment, from age confirmation to housing approval...
