After the meeting, the regional party committee issued a "Resolution on Surviving the Difficult Situation This Winter and Next Spring." The resolution defines the tasks of the military and civilians in the southern Hebei region and declares:

The party and the Eighth Route Army will stand with the people of southern Hebei at all times, persist in fighting, hold firm positions, and go all out to tide over the predicament in front of them.
