The imperial court ordered the various counties to guard and assassinate shi to recruit troops and horses to fight against the Yellow Turban Army. After the failure of the Yellow Turban Rebellion, the imperial court commented on the reward for merit, because of the intervention of the Ten Permanent Attendants, resulting in unfair rewards and punishments. Emperor Fusong, Zhu Yan, Lu Zhi, and other generals who had made great contributions were dismissed from their posts because they were reluctant to give gifts to the Ten Permanent Attendants, but instead of receiving rewards.
During the Rebellion against the Yellow Turban Rebellion, Dong Zhuo, who had been defeated repeatedly, was reused for bribing the Ten Constant Attendants and served as the Taishou of Xiliang.
Emperor Han Ling was about to die, and the Ten Constant Attendants suggested killing He Jin in order to support the Crown Prince. Because he was afraid of He Jin's sister Empress He's crown prince Liu Yan. When Emperor Hanling died, He Jin heard the news, so he quickly led his troops into the palace and proclaimed the crown prince Liu Yan as the emperor. Yuan Shao suggested that eunuchs should be punished. He Jin ordered the local county guards to lead soldiers into the capital to kill the ten permanent attendants.
When the Ten Constant Attendants learned the news, they deceived Empress He's trust, and then used Empress He's false transmission of holy wills to trick He Jin into the palace and kill him. Yuan Shao and Cao Cao then led their troops into the palace and did their best to serve the Ten Constants.
And Xiliang Taishou Dong Zhuo took the opportunity to lead troops into Beijing. After Dong Zhuo entered Beijing, he forced Yuan Shao and Cao Cao to leave, killing and assassinating political enemies such as Shi Dingyuan and Sikong Zhang Wen. Dong Zhuo deposed Liu Xie and made Liu Xie emperor, that is, Emperor Xian of Han. Then Dong Zhuo declared himself Xiangguo and Taishi and controlled all the government.
After Dong Zhuo took power, he single-handedly covered the sky, stayed in the palace overnight, nepotism, mutilated the people, and squeezed out Zhongliang, causing anger and resentment in the sky. The struggle against Dong Zhuo was raging in various places.
Cao Cao failed to assassinate Dong Zhuo, fled back to his hometown of Chen Liu, recruited troops and horses, and summoned the princes of the world to fight against Dong Zhuo. Therefore, the eighteen princes gathered in Luoyang and met with an alliance to attack Dong Zhuo. The eighteen princes are:

Second town: Jizhou Thorn Shi Hanfu.
