"Every time I hear the owner complain to me about the difficulty of installing the charging pile, my heart is very heavy. This year, WM Motor delivered more than 40,000 vehicles, but nearly 20,000 charging piles distributed with the car could not be delivered. Recently, Shen Hui, the founder of WM Motors, said this in response to a WM W6 owner in Guangzhou who complained that the residential property refused to install charging piles for it. Shen Hui's words once again explained the problem that has long plagued electric vehicle owners - it is difficult for private charging piles to enter the community, which in turn leads to problems such as "grabbing piles" by car owners.

New and old communities have their own reasons for "rejecting piles"

"The experience of using electric vehicles with or without private charging piles varies greatly." Many electric vehicle owners speak bluntly.

At present, the AC slow charging pile power of mainstream models is mostly 7kW, and some old residential areas do have the problem of insufficient capacitance, resulting in the inability to install charging piles. Taking Beijing as an example, of the 12,000 residential areas, 2,700 are old residential areas, with an average household parking space of less than 0.5, and nearly 40% of private electric vehicle parking spaces do not have the capacitive conditions to install charging piles. If the capacitors of the old residential area are renovated and upgraded, it will involve issues such as who will bear the cost of additional power equipment.

Even in some newly built communities, the installation of private charging piles is not smooth, the property will usually refuse to install on the grounds of unsafe, the need to obtain the consent of other owners, etc., and even some residential properties charge thousands of yuan to the owner of the car on the grounds of equipment management fees.

According to the statistics of the China Charging Alliance, as of November 2021, the alliance sampled 381,000 pieces of data on the reasons for not building charging facilities with the car, of which the three factors of the group's users building piles, the residence without fixed parking spaces, and the residence property not cooperating are the main reasons for not building charging facilities with the car, accounting for 48.6%, 10.3%, and 9.9%, respectively, totaling 68.8%; there is no fixed parking space at the work place, and it is difficult to report. Users chose dedicated station charging and other reasons accounted for 31.2%.

The reporter recently called a Beijing residential property to consult about the installation of charging piles, and a person in charge said that the community agreed to install charging piles, but it is necessary to have a fixed parking space in the underground garage and be against the wall or pillar. Subsequently, the reporter called a residential property built in 2017 and was told: "The private charging pile is a private item, and the charging of electric vehicles has the risk of spontaneous combustion, and the installation may be complained by other owners." ”

In fact, as early as July 2016, the National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the Ministry of Housing and Urban-Rural Development jointly issued the Notice on Accelerating the Construction of Electric Vehicle Charging Infrastructure in Residential Areas, which clearly stipulates that in the installation of charging infrastructure in residential areas, property service enterprises should cooperate with the owners or their entrusted construction units, provide relevant drawings and materials in a timely manner, and actively cooperate with and assist in site investigation and construction. However, facts have shown that the above provisions are difficult to implement.

The distribution of public charging piles is uneven and the utilization rate is low

At the same time, the person in charge of the above-mentioned residential property suggested that the reporter choose a nearby public charging pile for charging on the grounds of safety. When the reporter asked about the number of nearby public charging piles, the person in charge said: "There should be 2 nearby, and everyone should go there to charge." "Because it is impossible to install private piles, electric vehicle owners can only choose public charging piles and pay increased service fees, parking fees and other fees, thereby increasing the cost of using the car."

So, what is the construction of public charging piles? According to statistics, as of November 2021, there are a total of 1.092 million public charging piles in China, mainly distributed in southeast coastal provinces and first-tier cities, of which 169,000 in Guangdong, 100,000 in Shanghai, 95,000 in Beijing, 94,000 in Jiangsu and 80,000 in Zhejiang. At the same time, there are problems such as unreasonable distribution of public charging piles in many areas, and car owners need to "grab piles" to charge. For example, during the National Day in 2021, the news that new energy vehicles are charged in high-speed queues for 4 hours rushed to the hot search.

"The layout of the site selection and station in the early stage is not reasonable, as well as the problems such as the unsuitability of the pile, which affects the owner's use experience." Liu Kai, director of the Technology and Certification Department of the China Electric Vehicle Charging Infrastructure Promotion Alliance, said. At the same time, some data show that due to the uneven distribution of public charging piles, the average utilization rate is less than 10%.

More incentives are needed to continue to guide

As of September 2021, the number of new energy vehicles in China reached 6.78 million, and the vehicle-to-pile ratio was 3.05:1. Although there are more cars and fewer piles, the charging problem that makes many car owners anxious cannot be solved by increasing the number of charging piles. With the advent of the comprehensive marketization of new energy vehicles, the growing vehicle scale is bound to have greater charging needs, and problems such as charging difficulties and "pile grabbing" will become more prominent. So, charging as the most extensive way of replenishing electric vehicles, the community as the most important charging place for electric vehicles, how to open up the charging "last kilometer"?

In order to improve the service guarantee capacity of charging and swapping infrastructure and support the development of the new energy automobile industry, on May 20, 2021, the National Development and Reform Commission and the National Energy Administration drafted the "Implementation Opinions on Further Improving the Service Guarantee Capacity of Charging and Swapping Infrastructure (Draft for Comment)", which proposed to innovate the charging service business model of residential communities. Encourage charging operation enterprises or residential community management units to accept the entrustment of owners, carry out the "unified construction and unified operation" of charging piles in residential communities, uniformly provide paid services such as charging pile planning, construction, operation and maintenance, and improve the safety management level of charging piles and the proportion of green electricity consumption. At the same time, new models such as "sharing near parking spaces" and "multi-car and one pile" are encouraged.

An industry insider once told reporters that charging piles into the community not only need to be solved by multi-party cooperation, but also more incentive policies should be introduced to continue to guide. "The relevant departments should formulate relevant regulations as soon as possible to clarify the rights and responsibilities of car owners, properties, charging pile dealers, power grid companies and other parties." At the same time, it can give the property company certain management rights and reasonable benefits, so that it can better cooperate with the installation of charging piles in the community and the later operation and maintenance supervision, and timely find problematic charging piles. ”

The above-mentioned person stressed that for the problem that some old residential areas cannot build new charging piles due to insufficient capacitance, it is recommended that they should not be forcibly installed to ensure safety. At the same time, the community should not build fast charging piles, and electric vehicles should not be fully charged to prevent overcharging, and promote charging safety monitoring and management. In addition, car companies can also try to replace private charging piles with public charging piles in some old residential areas through cooperative operation with properties.
